SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Kimley-Horn and
Associates, Inc., to provide regulatory permitting/approval support, process evaluation, design services,
bidding assistance, and construction phase services for the Pecan Creek Water Reclamation Plant (PCWRP)
Headworks Project for the Water Utilities Department; providing for the expenditure of funds therefor; and
providing an effective date (RFQ 7574-013 – Professional Services Agreement for design services awarded
to Kimley-Horn and Associates, Inc., in the not-to-exceed amount of $3,828,700.00). The Public Utilities
Board recommends approval (7-0).
INFORMATION/BACKGROUND
The Pecan Creek Water Reclamation Plant is permitted for an annual average capacity of 21 million gallons
per day (MGD) and 46 MGD Peak 2-hour flow (P2HF). The facility treats 14-15 MGD of wastewater,
which is 71% of the permit limit. The Texas Commission on Environmental Quality (TCEQ) requires a
utility to begin design for capacity expansion when flows reach 75% of the permit limit and to begin
construction of improvements when flows reach 90% of the permit limit. The plant is currently starting the
Solids Handling Project resulting in a capacity improvement of approximately 5 MGD when completed.
The proposed contract is for the Pecan Creek Water Reclamation Plant headworks. The headworks are the
point at which all wastewater from the collection system enters the plant. The facility is comprised of two
pump stations, both of which are over 40 years old. The existing headworks are located within the FEMA
flood zone and are undersized for future flows. The equipment has outlived its useful life and warrants
replacement. The design will allow for future upgrades and proposed rerate for the existing plant.
The Headworks Project includes major updates to the existing plant. They include:
• Lift Station
• Coarse and Fine Screens
• Grit Removal System
• 7,250 linear feet of new upsized sanitary sewer interceptors
• 2,000 linear feet of new force main
• Electrical and SCADA improvements
• Various site improvements

Engineering firms listed on the prequalified list for Wastewater Treatment facilities were interviewed
separately to determine the most qualified firm for the project. Based on the qualifications, knowledge, and
experience in designing large projects of similar type and concept most in line with future expansion, staff
selected Kimley Horn and Associates Inc. from the list of qualified consultants to perform this work.
Request for Qualifications for professional engineering services for Water and Wastewater was solicited
using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms
on March 23, 2021 (Ordinance 21-546).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 23, 2021, Council approved RFQ 7574 for a prequalified list of professional engineering firms
for Water and Wastewater (Ordinance 21-546).
On May 23, 2022, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Kimley-Horn and Associates, Inc., to provide regulatory permitting/approval
support, process evaluation, design services, bidding assistance, and construction phase services for the
Pecan Creek Water Reclamation Plant (PCWRP) Headworks Project for the Water Utilities Department, in
a not-to-exceed amount of $3,828,700.
FISCAL INFORMATION
These services will be funded from Wastewater Utilities account 640477545.1360.20100. Requisition
#155454 has been entered into the Purchasing software system in the amount of $1,500,000. The budgeted
amount for this item is $3,828,700.
