McKinney Street Denton, Texas www.cityofdenton.com AGENDA INFORMATION SHEET DEPARTMENT: Procurement DCM: David Gaines DATE: June 7, 2022 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Freese and Nichols, Inc., for the development of a Storm Water Master Plan assessment for the Drainage Department as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7599- 006 – Professional Services Agreement for assessment services awarded to Freese and Nichols, Inc., in the not-to-exceed amount of $500,000.00). The Public Utilities Board recommends approval (7 - 0). INFORMATION/BACKGROUND The City of Denton does not have a city-wide storm water master plan (SWMP) to guide and prioritize capital projects. The City Engineer and City Manager’s Office have reviewed multiple strategies for developing an SWMP and have determined that a needs assessment is the best first step. The needs assessment will include the following nine (9) tasks: Task 1 – Data Collection and Review Task 2 – Flooding Hotspot Analysis and Watershed Prioritization Task 3 – Infrastructure Condition Assessment Pilot Task 4 – Initial Capital Project Prioritization Task 5 – Review and Evaluation of Current Program and Practices Task 6 – Masterplan Strategy Development and Deliverables Task 7 – PM and Meetings Task 8 – Staff and Stakeholder Interviews Task 9 – As-needed Services The cost of developing a comprehensive SWMP was estimated to be five million dollars. Performing the needs assessment first requires considerably less upfront cost, will help identify the areas of the City in most need of improvement and allow future investments toward developing an SWMP to be focused on the most critical areas of the City. Staff from the Engineering Department and Public Works Department reviewed and scored 10 statements of qualifications submitted by firms listed on the pre-qualified engineer list resulting in Freese and Nichols (FNI) being awarded the most points, and therefore being selected for this project. FNI has provided an estimated project timeline of 12 months to completion after receiving a notice to proceed. Request for Qualifications for professional engineering services was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms on May 18, 2021 (Ordinance 21-894). PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On May 18, 2021, City Council approved RFQ 7599 for a prequalified list of professional engineering firms (Ordinance 21-894). On May 23, 2022, the Public Utilities Board (PUB) recommended this item to the City Council for consideration. RECOMMENDATION Award a contract with Freese and Nichols, Inc., for the development of a Storm Water Master Plan assessment for the Drainage Department, in a not-to-exceed amount of $500,000. PRINCIPAL PLACE OF BUSINESS Freese and Nichols, Inc. Denton, TX ESTIMATED SCHEDULE OF PROJECT This project will be started upon approval with a completion within 12 months from notice to proceed. FISCAL INFORMATION These services will be funded from Drainage Master Plan 2021 account 650134561. Requisition #155617 has been entered into the Purchasing software system in the amount of $500,000. The budgeted amount for this item is $500,000.
