SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the approval of a first amendment to a contract between the City of Denton and SHI
Government Solutions, Inc., amending the contract approved by City Council on May 3, 2022, to add
Technology Solutions Products & Services through The Interlocal Purchasing System (TIPS) Cooperative
Program Contract # 200105; providing for the expenditure of funds therefor; and providing an effective
date (File 7983 – providing for an amendment to the ordinance to add the TIPS Cooperative Program
Contract #200105).
INFORMATION/BACKGROUND
The existing SHI Government Solutions, Inc. contract was established to purchase technology products &
related services from several cooperative contracts; DIR, Sourcewell, and Buy Board. This amendment to
add the TIPS Cooperative contract will allow for the purchases of the Adobe Creative Cloud that is not
currently offered on the cooperative contracts referenced above.
Adobe Creative Cloud is a set of applications and services from Adobe Inc. that gives our customers
access to a collection of software used for graphic design, video editing, web development, photography,
a set of mobile applications, and some optional cloud services. Adobe’s LGA program offers enterprise
licensing, support, and capabilities, along with the flexibility of Adobe's Value Incentive Plan (VIP).
Benefits of Adobe’s LGA include lows for agencies to take advantage of volume-based pricing, removing
the minimum 100 license requirement, and includes Enterprise features for greater security and unlimited
expert sessions.

Pricing obtained through The Interlocal Purchasing System has been competitively bid and meets the
statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (Council, Boards, Commissions)
On May 17, 2011, Council approved the interlocal agreement with The Interlocal Purchasing System
(Ordinance 2011-082).
On May 3, 2022, Council approved a contract for SHI Government Solutions, Inc. in the not-to-exceed of
$1,800,000.00.
RECOMMENDATION
Award Amendment No. 1 with SHI Government Solutions, Inc., by adding The Interlocal Purchasing
System (TIPS) Cooperative Program Contract # 200105 for Technology Solutions Products & Services to
the existing contract.

FISCAL INFORMATION
