Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement DCM: David Gaines DATE: June 7, 2022 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, rejecting any and all competitive proposals under RFP 7982 for Voluntary Products, to include accident, critical illness with cancer, and hospital indemnity coverage; and providing an effective date (RFP 7982). INFORMATION/BACKGROUND The City has offered Voluntary Products, including accident, crucial illness with cancer, and hospital indemnity coverage to employees and retirees since September 1, 2021. The voluntary products were also offered in the regular annual open enrollment period in October 2021, with benefits effective on January 1, 2022. A formal Request For Proposals (RFP) process was initiated in April 2022 to solicit proposals for Voluntary Products, including accident, critical illness with cancer, and hospital indemnity coverage. Eight proposals were received in response to the RFP. After the evaluation of the eight proposals, the department decided to reject all proposals to conduct additional industry research to revise the scope of work to add Long Term Care to the list of voluntary products. The current voluntary products contract with Continental American Insurance Company (“Aflac”) does not expire until December 31, 2022. Staff recommends resoliciting the RFP requesting that the voluntary products coverage include accident, critical illness with cancer, and Long Term Care coverage. The re- solicitation of the RFP by June would still allow time to select a vendor for a January 1, 2023, effective date. In accordance with the Local Government Code 252.043, the City Council may reject any and all proposals.
