SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with 2L Construction, L.L.C., for the construction of the
North Texas Boulevard Widening and Improvements at Apogee Stadium Project; providing for the
expenditure of funds therefor; and providing an effective date (IFB 7966 – awarded to 2L Construction,
L.L.C., in the not-to-exceed amount of $802,815.83).
INFORMATION/BACKGROUND
The North Texas Boulevard Widening and Improvements at Apogee Stadium project will improve North
Texas Boulevard from I-35E Service Road to Highland Park, matching up alignment to the existing North
Texas Boulevard overpass and improving UNT Apogee Stadium events traffic flow.
On December 15, 2015, an Advanced Funding Agreement was executed between the City and the Texas
Department of Transportation (TxDOT) allocating $2,000,000.00 from the North Central Texas Council of
Governments (NCTCOG) SH 121 Regional Toll Revenue sub-account for the design and construction of a
roundabout on North Texas Blvd and IH35E near Apogee Stadium. Upon completion of a traffic study and
intersection capacity analysis, it was determined a roundabout was not warranted at this location.
In 2019, a Tip Modification was submitted & approved by NCTCOG and TxDOT to change the scope of
the project from a roundabout to a roadway widening and reconstruction project including intersection and
signal modifications at IH35E and North Texas Boulevard as well as sidewalks and ramps.
North Texas Boulevard Widening and Improvements at Apogee Stadium Project has a total estimated cost
of $802,815.83. This estimate includes a $764,586.50 total base bid amount and a contingency of
$38,229.33. This five percent (5%) contingency allowance is for the sole use of the City and will be subject
to written authorization by the City’s Project Manager and Program Manager and subject to the City’s
procurement policy.
Invitation for Bids was sent to 525 prospective suppliers of this item, including 38 Denton firms. In addition,
specifications were placed on the Procurement website for prospective suppliers to download and advertised
in the local newspaper. Three (3) bids meeting specifications were received. The lowest bid was received
by 2L Construction, LLC.

Project – Other Government Project Funding Account 250047444.1360.40100. Requisition No. 155745 has
been entered into the Purchasing software system in the amount of $754,586.50. The budgeted amount for
this item is $802,815.83.
