Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement DCM: David Gaines DATE: June 7, 2022 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a contract with Artistic Painting Company, Inc., for interior and exterior painting services for the Facilities Management Department; providing for the expenditure of funds therefor; and providing an effective date (RFP 7952 – awarded to Artistic Painting Company, Inc., for one (1) year, with the option for four (4) additional one (1) year extensions, in the total five (5) year not-to- exceed amount of $600,000.00). INFORMATION/BACKGROUND There are over 200 City-owned buildings maintained by Facilities Management. The proposed contract for interior and exterior painting includes but is not limited to scraping, sanding, caulking, and application of paint and/or stain for all City-owned structures and will allow Facilities Management to complete annual preventative maintenance as well as resolve unplanned issues or damages. Artistic will provide painting services as well as all materials required. Based on a historical spend and future projections the recommended not-to-exceed amount of this contract is $600,000 for the potential five (5) year contract. The Facilities Management Department includes $120,000 in their annual budget for preventative maintenance, as well as unexpected issues or damages each year. Request for Proposals was sent to 948 prospective suppliers, including 74 Denton firms. In addition, specifications were placed on the Procurement website for prospective suppliers to download and advertised in the local newspaper. Six (6) proposals were received, references were checked, and proposals were evaluated based upon published criteria including safety, compliance with specifications, probable performance, and price. Best and Final Offers (BAFO) were requested from the top firm. Based upon this evaluation, Artistic Painting Company, Inc. was ranked the highest and determined to be the best value for the City. Grand Prairie, TX SUSTAINABILITY MEASURES The City of Denton requires the use of low VOC, environmentally friendly paint, and coatings to be used for all City projects. Exceptions must be approved on a case-by-case basis. Disposal of unused products needs to be done through the appropriate waste stream and disposal documentation must be provided to the City of Denton Facilities Management Department. ESTIMATED SCHEDULE OF PROJECT This is an initial one (1) year contract with options to extend the contract for four (4) additional one (1) year periods, with all terms and conditions remaining the same. FISCAL INFORMATION These products and services will be funded through the department’s budget on an as-needed basis. The City will only pay for services rendered and is not obligated to pay the full contract amount unless needed.
