SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Infra Construction, LLC, for the installation of a
gravity retaining wall as part of the Locust to Hickory Transmission Line Reconstruction project; providing
for the expenditure of funds therefor; and providing an effective date (IFB 7947 – awarded to Infra
Construction, LLC, in the not-to-exceed amount of $137,123.80). The Public Utilities Board recommends
approval (5 – 0).
INFORMATION/BACKGROUND
Denton Municipal Electric (DME) has the Locust to Hickory Transmission Line Reconstruction project in
its approved five-year Capital Improvement Plan (CIP) that will require the demolition and construction of
a gravity retaining wall. The existing retaining wall is located on the northeast corner of Bernard and Collins
Street, in Denton, Texas. To accommodate the installation of a larger transmission pole, a portion of the
existing retaining wall will be demolished and replaced with a new vertical block retaining wall to allow
space for the new steel transmission pole and to prevent erosion of the hill. The site has more than 10 feet
of elevation change across the property. The rebuilt portion of the gravity retaining wall is approximately
56 feet long and 8 feet tall at the highest point of the hill.
This vertical block gravity retaining wall system uses 8” H x 18” W x 18” D performed Keystone standard
modular blocks that are assembled/stacked up to 8 feet height at the highest point to form a gravity retaining
wall. The weight of the system components, system interlocking features, geotextile fabric, and fill placed
inside the blocks all work together and provide the required strength to hold back the retained soil. This
system of components was determined to be the most cost-efficient solution for the site.
The existing retaining wall is constructed of railroad ties. Based on the average 25-year lifespan for railroad
tie construction and 50+ years for stone and concrete retaining walls, utilizing railroad ties were determined
not to be a responsible option for the City. The decision to construct a gravity wall instead of the standard
concrete retaining wall is based on the experience that a gravity wall is slightly less expensive for the same
life expectancy, and a gravity retaining wall has the ability to “give” with the variable movement of the soil,
while a concrete retaining wall will not “give” and eventually have stress cracks.
The project has a total estimated cost of $137,123.80. This estimate includes a $124,658 total base proposal
amount and a contingency of $12,465.80. A ten (10) percent contingency allowance is for the sole use of
the City as needed.

Invitation for Bids was sent to 960 prospective suppliers of this item, including 72 Denton firms. In addition,
specifications were placed on the Procurement website for prospective suppliers to download, and
advertised in the local newspaper. One (1) bid was received, and references were checked to ensure the
vendor can provide the services requested in the Scope of Work. The department is awarding the contract
to Infra Construction, LLC.

consideration.

ESTIMATED SCHEDULE OF PROJECT
The contract shall commence upon the issuance of a Notice to Proceed. The contractor shall begin work
on-site within fifteen (15) calendar days of receipt of the Notice to Proceed. The project shall be complete
within ninety (90) calendar days after work commences on site.
FISCAL INFORMATION
These services will be funded from Hickory to Locust TM Line account 604189500 Requisition #155735
has been entered into the Purchasing software system in the amount of $124,658. The budgeted amount for
this item is $137,123.80.
