Brief Description/Justification for exception:
There is a leaking 20" transmission water line under the railroad track between Inman St. and. Locust. Staff has twice
attempted repair of the line, which was unsuccessful. After the site visit the leak has gotten increasing worse and
the line is now valved down to low pressure but, we need to contract out the repair as possible. If it were to
collapse, it would undermine the track taking it out of service. In this scenario, the tracks would have to removed
preventing any freight passage until the repair is complete, which would be a large financial impact to the City.
Repair is expected to take two weeks to complete. The City may be liable for the lost use of this line if not repaired.
Governmental immunity my not apply. This DOE would be used to hire a contractor to make this repair with
trenchless technology (lining) and would not cause any railroad service interruption if repaired before it escalates to
a main break.
