SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute an agreement with Christine Sanders for the art design and
production services for the public art sculpture installation to be located at the Denton Tennis Center, 1117
Riney Road, Denton, TX 76207, for the Parks and Recreation Department; providing for the expenditure
of funds therefor; and providing an effective date (File 8042 – awarded to Christine Sanders, in the not-to-
exceed amount of $35,356.26). The Public Art Committee recommends approval (6 - 0).
INFORMATION/BACKGROUND
The public art project located at the Tennis Center has a budget of $36,000 comprised of bond funds. At the
request of the Public Art Committee (PAC), individuals from Denton Area Tennis Association and the
tennis pros at the Goldfield Tennis Center were contacted for thematic input. The input received from a
representative from the Denton Area Tennis Association was to show tennis as an inclusive sport and that
the work should be inspirational. This input was used as the art theme in the scope of work.
An artist call was completed on June 30, 2022. Proposals were received from two artists. The PAC
subcommittee and tennis center staff reviewed and scored the proposals. The leading proposal was
submitted by artist Christine Sanders at a cost of $35,356.26.
The proposed art installation requires yearly cleaning taking an estimated two hours of staff time. The
estimated cost is less than $100.00 per year in labor costs. Additional energy costs may be incurred if
external lighting is installed for the sculpture.
Call for Artists was sent to 18 prospective suppliers of this item. In addition, specifications were placed on
the Procurement website for prospective suppliers to download and advertised in the local newspaper. Two
(2) proposals were received, references were checked, and proposals were evaluated based upon published
criteria including merit and technical expertise, execute innovative projects, time and within budget, and
interest in creating artwork. Based upon this evaluation, Christine Sanders was ranked the highest and
determined to be the best value for the City.

On August 4, 2022, the Public Art Committee (PAC) recommended artist Christine Sanders for the art
design and production services for the public art sculpture installation to be located at the Denton Tennis
Center (6-0).
RECOMMENDATION
Award a contract with Christine Sanders, for the art design and production services for the public art
sculpture installation to be located at the Denton Tennis Center, 1117 Riney Road, Denton, TX 76207 for
the Parks and Recreation Department, in a not-to-exceed amount of $35,356.26.
