Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement CFO: Cassey Ogden DATE: October 18, 2022 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Kimley-Horn and Associates, Inc., for the development of the One Water Master Plan for the Water Utilities Department; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7574-012 – Professional Services Agreement for design services awarded to Kimley-Horn and Associates, Inc., in the not-to-exceed amount of $2,000,000.00). The Public Utilities Board recommends approval (4 - 0). INFORMATION/BACKGROUND Having a reliable water supply is vital to the health and development of the City of Denton. With the completion of the City’s Comprehensive Plan, it is now possible to prepare a “road map” to guide the development of the City’s water supply. One Water is a comprehensive development of a holistic master plan for water and reclaimed water and will be updated in the future as additional information about specific strategies becomes available or as conditions change The scope of the contract under consideration includes: • Updating the City’s 2018 Water Master Plan; • Developing a Water Treatment Facilities Plan; • Developing a Water Supply Plan; • Developing a Reclaimed Water Plan; • Developing a Drought Contingency Plan; • Analyzing In-House vs Out-Sourcing System Modeling; and • Analyzing and Recommending an Implementation Plan Kimley-Horn is currently working on a Wastewater Master Plan and a Wastewater Treatment Facilities Plan, and the One Water plan will extend this planning into the other potential sources of water for the City of Denton. Wastewater Utilities Staff evaluated the qualifications and ability of Kimley-Horn and Associates, Inc. to complete this One Water Master Plan project. Based upon the firm’s experience and staff assigned to the project staff have determined that the professional services firm is highly qualified to perform this work. Kimley-Horn and Associates, Inc. is prequalified by RFQ 7574 received by the Purchasing Department. staff elected to solicit a formal scope and fee proposal from Kimley-Horn and Associates, Inc. Request for Qualifications for professional engineering services for Water and Wastewater was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms on March 23, 2021 (Ordinance 21-546). PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On March 23, 2021, Council approved RFQ 7574 for a prequalified list of professional engineering firms for Water and Wastewater (Ordinance 21-546). On September 26, 2022, the Public Utilities Board (PUB) recommended this item to the City Council for consideration. RECOMMENDATION Award a contract with Kimley-Horn and Associates, Inc., for the development of the One Water Master Plan for the Water Utilities Department, in a not-to-exceed amount of $2,000,000. PRINCIPAL PLACE OF BUSINESS Kimley-Horn and Associates, Inc. Fort Worth, TX ESTIMATED SCHEDULE OF PROJECT The project is estimated to be completed in twelve (12) months. FISCAL INFORMATION These services will be funded from Water Utilities accounts 640483541.1360.20100 and 630501517.1360.20100. Requisition #156468 has been entered into the Purchasing software system in the amount of $1,100,563. The remaining amount will be added when funds become available on October 1, 2022. The budgeted amount for this item is $2,000,000.
