Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement CFO: Cassey Ogden DATE: October 18, 2022 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Pacheco Koch Consulting Engineers, LLC, for the stabilization of the Cooper Creek streambank within Avondale Park for the Parks and Drainage Departments as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7599-009 – Professional Services Agreement for engineering services awarded to Pacheco Koch Consulting Engineers, LLC, in the not-to-exceed amount of $309,559.00). The Public Utilities Board recommends approval (4 - 0). INFORMATION/BACKGROUND The southern bank of Cooper Creek as it passes through Avondale Park has been experiencing consistent, significant erosion over the past decade. Within the past year, the erosion has increased to the point where the bank is now cut vertically to a height of up to ten feet, which presents a safety hazard to citizens and school children that utilize the park. Improvements need to be made to the south bank to reduce the safety risk and to arrest further erosion of the south bank. On behalf of the Parks and Drainage Departments, the Capital Projects Engineering Division asked for and received project-specific qualifications from several engineering firms on addressing the erosion problem in Avondale Park. The qualification package received from Pacheco Koch Consulting Engineers, LLC was deemed the best for providing possible solutions that would incorporate a more natural-looking approach to the erosion problem in the park. As part of their project analysis, they will evaluate three alternatives to the situation before a selection is made on which alternative to pursue through the final design. Pacheco Koch will provide a final design of the proposed bank stabilization improvements and assist with the bidding process for the construction project. Request for Qualifications for professional engineering services was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms on May 18, 2021 (Ordinance 21-894). PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On May 18, 2021, Council approved RFQ 7599 for a prequalified list of professional engineering firms (Ordinance 21-894). City Hall 215 E. RECOMMENDATION Award a contract with Pacheco Koch Consulting Engineers, LLC, for the stabilization of the Cooper Creek streambank within Avondale Park for the Parks and Drainage Departments, in a not-to-exceed amount of $309,559. The construction timeline will not be known until a proposed solution is selected during the alternative analysis phase of the project. FISCAL INFORMATION These services will be funded from Avondale Park account 650142561.20100. Requisition #157039 has been entered into the Purchasing software system in the amount of $309,559. The budgeted amount for this item is $309,559.
