Exhibit 1 - Agenda Information Sheet City of Denton __________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement CFO: Cassey Ogden DATE: October 18, 2022 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Kimley-Horn and Associates, Inc., for design services related to the Highway Safety Improvement Program (HSIP) project for the City of Denton as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7292-007 – Professional Services Agreement for design services awarded to Kimley-Horn and Associates, Inc., in the not-to-exceed amount of $298,000.00). INFORMATION/BACKGROUND The HSIP is a Federal Highway Administration program established to reduce traffic fatalities and serious injuries on all public roads, including on State-owned roads. The Texas Department of Transportation (TxDOT) administers HSIP funding across the state. In November of 2021, the City of Denton submitted and was awarded funding as part of the 2021 HSIP project call. Awarded projects include installing traffic signals at the intersections of US 377 at UNT Discovery Park, W Windsor Drive at N Bonnie Brae Street, FM 428 at Kings Row, US 377 (Fort Worth Drive) at Carroll Boulevard, and US 377 (Fort Worth Drive) at UD 77 (Eagle Drive). Four of the five selected HSIP projects are considered ‘on-system’ projects by TxDOT and, according to the HSIP funding guidelines, construction is fully funded by the state with the local government responsible for design and any associated cost overruns. One of the five selected HSIP projects is considered an ‘off-system’ project by TxDOT and, according to the HSIP funding guidelines, 90 percent of construction is funded by the state with a 10 percent local match from the local government in addition to being responsible for design and any associated cost overruns. The 2022 total estimated cost of these five projects was approximately $2,446,070, including a City obligation of $298,000 to be approved by City Council on October 18, 2022. Following City Council approval of the design contract, staff will subsequently request consideration of the City’s required TxDOT review fees and construction fees (currently estimated to cost $35,500.00 and $52,663.20 respectively). City Council approved a pre-qualified list of engineering firms on March 23, 2021 (Ordinance 21-554). PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On March 23, 2021, Council approved RFQ 7292 for a prequalified list of professional transportation engineering firms (Ordinance 21-554). RECOMMENDATION Award a contract with Kimley-Horn and Associates, Inc., for design services related to the Highway Safety Improvement Program (HSIP) project for the City of Denton, in a not-to-exceed amount of $298,000. Fort Worth, Tx ESTIMATED SCHEDULE OF PROJECT The projected project design schedule is four (4) months for the FY 23 letting project, twelve (12) months for the FY 24 letting project, and twenty (20) months for the FY 25 letting project. FISCAL INFORMATION These services will be funded from HSIP Project Account # 921724250. Requisition #157098 has been entered into the Purchasing software system in the amount of $100,000. The total budgeted amount for this item is $298,000.
