SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Freese and Nichols, Inc.,
to provide design services, bidding assistance, and construction phase services for the Ray Roberts Water
Treatment Plant Chemical Systems Improvement Project for the Water Utilities Department; providing for
the expenditure of funds therefor; and providing an effective date (RFQ 7574-014 – Professional Services
Agreement for design services awarded to Freese and Nichols, Inc., in the not-to-exceed amount of
$2,233,740.00). The Public Utilities Board recommends approval (4 -0 ).
INFORMATION/BACKGROUND
The Ray Roberts Water Treatment Plant has been in service since 2003. The facility has the capacity to
treat 20 MGD of water. The plant supplies approximately half of the treated water to the City of Denton
and is a provider of finished water to our wholesale customers. When constructed over 20 years ago, the
plant was designed to use bulk gas chlorine and anhydrous ammonia, as disinfection chemicals. Gas
chlorine requires a scrubber system to mitigate any harmful gas leak. The scrubber protects operators and
the community from a highly toxic gas release. The scrubber system is currently over 20 years old and has
outlived its useful life. The system is a hazard to operators and the surrounding community. This project
includes the conversion to a more stable and less hazardous bulk sodium hypochlorite system (bleach) and
liquid ammonium sulfate already used at the Lake Lewisville Treatment Plant.
The proposed Chemical Systems Improvements Project includes the following:
• Conversion from bulk gas chlorine to bulk sodium hypochlorite
• Conversion of bulk anhydrous ammonia to liquid ammonium sulfate
• Replacement of polymer storage and feed systems to a new location
• Miscellaneous chemical piping improvements
The proposed contract is for the Ray Roberts Water Treatment Plant. The Chemical Systems Improvement
project along with the current design Rerate and Performance Upgrade Project will provide significant
improvements in safety, quality, and capacity for the facility.
Engineering firms listed on the prequalified list for Wastewater Treatment facilities were interviewed
separately to determine the most qualified firm for the project. Based on the qualifications, knowledge, and
experience in designing large projects of similar type and concept most in line with future expansion, staff
selected Freese and Nichols Inc. from the list of qualified consultants to perform this work.

Request for Qualifications for professional engineering services was solicited using the City’s formal
solicitation process. City Council approved a pre-qualified list of engineering firms on March 23, 2021
(Ordinance 2021-546).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 23, 2021, Council approved RFQ 7574 for a prequalified list of professional services firms
(Ordinance 2021-546).
On November 14, 2022, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Freese and Nichols, Inc., to provide design services, bidding assistance, and
construction phase services for the Ray Roberts Water Treatment Plant Chemical Systems Improvement
Project for the Water Utilities Department, in a not-to-exceed amount of $2,233,740.

These services will be funded from a Water Utilities account # 630500517.1350.21100. Requisition
#157795 has been entered into the Purchasing software system in the amount of $2,233,740. The budgeted
amount for this item is $2,233,740.
