SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with McCarthy Building Companies, Inc., for the
construction of the Neighborhood 7A Project with geographical limits as follows: Bernard Street from Acme
Street to Parvin Street, Leslie Street from Willowwood Street to Dudley, Oakwood Drive from McCormick
Street to 1100 Oakwood Drive, Underwood Street from Kendolph Drive to Avenue D, Wisteria, Azalea,
and Camellia Streets from Laurel Street to Parvin Street, and all public alleyways between Laurel Street and
Parvin Street; providing for the expenditure of funds therefor; and providing an effective date (CSP 7976 –
awarded to McCarthy Building Companies, Inc., in the not-to-exceed amount of $7,620,553.16). The Public
Utilities Board recommends approval (5 – 0).
INFORMATION/BACKGROUND
The Neighborhood 7A Project consists of street reconstruction of Bernard Street from Acme Street to Parvin
Street, Leslie Street from Willowwood Street to Dudley, Oakwood Drive from McCormick Street to 1100
Oakwood Drive, Underwood Street from Kendolph Drive to Avenue C, Wisteria, Azalea, and Camellia
Streets from Laurel Street to Parvin Street and all public alleyways between Laurel Street and Parvin Street.
This reconstruction includes new curb and gutter, asphalt roadways, some sidewalk connectivity, as well as
7,500 linear feet of water and wastewater upgrades to facilities.
The street segments in the Neighborhood 7A Project were approved as part of the 2019 Street Reconstruction
Bond Program. The intent of getting these segments constructed is to uphold the staff’s commitment to
complete the 2019 Street Reconstruction Bond segments by December 2026.
The Neighborhood 7A Project has a total estimated cost of $7,620,553.16. This estimate includes a
$7,257,669.68 total base proposal amount and a contingency of $362,883.48. A five (5) percent contingency
allowance, if any, is for the sole use of the City and will be subject to written authorization by the City’s
Project Manager and Program Manager.
Competitive Sealed Proposals were sent to 914 prospective suppliers, including 69 Denton firms. In
addition, specifications were placed on the Procurement website for prospective suppliers to download and
advertised in the local newspaper. Two (2) proposals were received references were checked, and proposals
were evaluated based upon published criteria including personnel, quality, reputation, ability to complete
projects, schedule, safety, and price. Best and Final Offers (BAFO) were requested from the top firm. Based
upon this evaluation, McCarthy Building Companies, Inc., was ranked the highest and determined to be the
best value for the City.

On January 9, 2023, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with McCarthy Building Companies, Inc., for the construction of the Neighborhood 7A
Project with geographical limits as follows: Bernard Street from Acme Street to Parvin Street, Leslie Street
from Willowwood Street to Dudley, Oakwood Drive from McCormick Street to 1100 Oakwood Drive,
Underwood Street from Kendolph Drive to Avenue C, Wisteria, Azalea, and Camellia Streets from Laurel
Street to Parvin Street, and all public alleyways between Laurel Street and Parvin Street, in a not-to-exceed
amount of $7,620,553.16.
