SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Wilson Contractor Services, LLC, for the
construction of the Hickory Creek Interceptor 3 Project; providing for the expenditure of funds therefor;
and providing an effective date (CSP 8091 – awarded to Wilson Contractor Services, LLC, in the not-to-
exceed amount of $5,793,183.01). The Public Utilities Board recommends approval (6-0).
INFORMATION/BACKGROUND
The Hickory Creek Interceptor (HCI) 3 Project is a wastewater project that will increase the carrying
capacity of the primary interceptor for the Hickory Creek Basin. Once constructed, the new wastewater
interceptor line will connect to the Hickory Creek Interceptor 1 & 2 projects near IH-35 and continue
approximately 9,700 linear feet to the north. HCI 3 line will replace the existing 12-inch line with a 30-inch
line and includes one realigned 12-inch section and creek crossing. Construction Plans were prepared by
the City of Denton Engineering Department.
As part of the HCI 3 Project design process, an archeological survey was conducted along the project
alignment in August 2022 to ensure full compliance with the National Historic Preservation Act and the
Antiquities Code of Texas and the Texas Historical Commission cleared the project for construction on
September 2022.
The HCI 3 Project has a total project construction cost of $5,793,183.01. This estimate includes a
$5,517,317.15 total base proposal amount and a 5% contingency of $275,865.86. The five (5) percent
contingency allowance is for the sole use of the City and will be subject to written authorization by the
City’s Project Manager and Program Manager.
The contractor, Wilson Contractor Services, LLC, was selected during the Competitive Sealed Proposal
process based on the company’s key personnel, reputation & ability to complete similar projects, detailed
schedule, safety record, and proposal cost. The selected contractor rated in the range of above average to
superior in all categories. The detailed schedule and written plan were presented thoroughly with a focus
on critical path scheduling and action plans. References that were contacted gave the contractor excellent
reviews for the quality of work, reputation, communication, and staying within budget/schedule. Key
personnel requirements submitted were in-depth on the company’s level of experience.
Competitive Sealed Proposals were sent to 917 prospective suppliers, including 69 Denton firms, of this
item. In addition, specifications were placed on the Procurement website for prospective suppliers to

download and advertised in the local newspaper. Nine (9) proposals were received, with seven (7) meeting
specifications. References were checked, and proposals were evaluated based upon published criteria
including key personnel, quality, reputation, ability to complete projects on schedule and within budget,
detailed schedule and written plan, safety record, and price. Best and Final Offer (BAFO) was requested
from the top firm. Based upon this evaluation, Wilson Contractor Services, LLC was ranked the highest
and determined to be the best value for the City.

consideration.

FISCAL INFORMATION
This project will be funded from Wastewater Projects Certificate of Obligation account
640382545.1360.40100. Requisition # 158382 has been entered into the Purchasing software system in the
amount of $5,517,317.15. The budgeted amount for this item is $5,793,183.01.
