SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a professional services agreement with CONSOR Engineers,
LLC, for construction project management and inspection services for the Mayhill Phase 2 Project as
set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date
(RFQ 7894-002 – professional services agreement for management and inspection services awarded to
CONSOR Engineers, LLC, in the not-to-exceed amount of $701,289.08).
INFORMATION/BACKGROUND
The proposed contract will provide Construction-Based Professional Services for the Mayhill Phase 2
Project. Based on the current Public Works Inspection workload, level of service needed, and bridge
and rail specialization needed for the project, outsourcing construction-based services will provide the
detailed construction inspection services that are essential for the project.
The work to be performed under the contract shall consist of providing Construction Engineering and
Inspection (CEI) services related to the extension of the Mayhill Phase 2 Project. Scope of services
includes:
CEI
• Full-time oversight of contractor activities
• Verify that the project is built according to the plans and specifications, and all contract
documents. Verify all the specifications and special provision requirements are met for
inspected items of work, such as materials, construction, measurement, and payment.
• Inspection and coordinating testing services
• Problem resolution
• Fully support the City with respect to working with contractors, suppliers, subcontractors, other
engineers, legal counsel, accountants, other consultants, government entities, utilities, property
owners, and the public.
• Verify the accuracy of payments due to the contractor for completed work
• Verify Schedules
• ROW and Utility Coordination, if needed
• Dispute and Claims support if needed

• Monitor records to verify compliance with contract requirements
• Maintain project records including but not limited to: Daily Work Reports, diaries, shop
drawings/submittals, Requests for Information (RFIs), drawings/sketches of measured items, sets
of plans, record set plans, material-on-hand forms, change orders, and general correspondence
Request for Qualifications for construction inspection and construction management services for various
Capital Improvement Projects was solicited using the City’s formal solicitation process. City Council
approved a pre-qualified list of professional service firms on March 22, 2022 (Ordinance 22-523).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 22, 2022, Council approved RFQ 7894 for a prequalified list of firms for construction inspection
and construction management services (Ordinance 22-523).
RECOMMENDATION
Award a contract with CONSOR Engineers, LLC, for construction inspection services for the Mayhill Phase
2 Project, in a not-to-exceed amount of $701,289.08.

ESTIMATED SCHEDULE OF PROJECT
This project will be started upon approval with a completion date that will coincide with the timeline of
the construction contract of Mayhill Phase 2.
FISCAL INFORMATION
The contract will be funded with Regional Toll Revenue (RTR) funds, account number
350462444.1360.40100. Requisition #158550 has been entered into the Purchasing software system in the
amount of $701,289.08. The budgeted amount for this item is $701,289.08.
