Exhibit 1 - Agenda Information SheetCity of Denton AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: March 7, 2023 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a professional services agreement with CONSOR Engineers, LLC, for construction inspection services for the 2019 Bond Program for Capital Projects as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7894-003 – professional services agreement for construction inspection services awarded to CONSOR Engineers, LLC, in the not-to-exceed amount of $8,000,000.00). The Public Utilities Board recommends approval (4 - 0). INFORMATION/BACKGROUND The 2019 Street Reconstruction Bond program consists of 14 projects phased out over five years. Currently, four projects are in construction, one is in bid/award, four are in design, three are in planning, and two are complete. In total, the program is an estimated $180 million with $150 million being construction. The City’s Public Works inspections group does not have the capacity to give full-time inspections at the rate needed to deliver the bond program on time. The use of this prequalified list will allow in-house inspections to concentrate on other capital and development projects. The Street Reconstruction and Bonnie Brae Phase 6 are currently on schedule to be completed by the end of the calendar year 2026. Bonnie Brae Phase 6 is the widening of Bonnie Brae from US-380 to US-77. This project is a joint project with TxDOT and will be issued as a local government let project. The requirements of a local let have full- time inspections, testing, and records keeping associated with the use of Federal Highway Administration (FHWA) funding. To be eligible for reimbursement the City must show these inspections are being provided. CONSOR has experience inspecting and delivering many FHWA projects and can provide all necessary services. McKinney Street Denton, Texas www.cityofdenton.com Request for Qualifications for construction inspection and construction management services for various Capital Improvement Projects was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of professional service firms on March 22, 2022 (Ordinance 22-523). PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On March 22, 2022, Council approved RFQ 7894 for a prequalified list of firms for construction inspection and construction management services (Ordinance 22-523). On February 27, 2023, the Public Utilities Board (PUB) recommended this item to the City Council for consideration. RECOMMENDATION Award a contract with CONSOR Engineers, LLC, for construction inspection services for the 2019 Bond Program for Capital Projects, in a not-to-exceed amount of $8,000,000. FISCAL INFORMATION These products and services will be funded through several project accounts and the 2019 Bond Program on an as-needed basis. The City will only pay for services rendered and is not obligated to pay the full contract amount unless needed.
