SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with J.R. Stelzer Co. for the preventative maintenance
and recoat of the Southwest Booster Pump Station (SWBPS) 2MG Ground Storage Tank for the Water
Utilities Department; providing for the expenditure of funds therefor; and providing an effective date (CSP
8143 – awarded to J.R. Stelzer Co., in the not-to-exceed amount of $556,369.00). The Public Utilities Board
recommends approval (4 - 0).
INFORMATION/BACKGROUND
The City of Denton Water Utilities Southwest Booster Pump Station (SWBPS) helps to provide quality
water service to Southwest Denton and Robson Ranch. The facility is located on John Payne Road north of
Crawford Road. The station currently includes a 2.0 Million Gallon (MG) above-grade steel ground storage
tank built in 2006. The City of Denton Water Production staff noticed that the original coating was showing
signs of weathering and could possibly require re-coating services to extend its useful life. In August 2022,
a recent inspection by a certified inspector confirmed the staff’s observations.
The inspection recommended the following:
• Recoat the interior of the tank. Interior coating is failing.
• Recoat the exterior of the tank. Signs of corrosion on the roof of the tank. Several areas of hail
damage are visible in the coating.
• Regrout around the base of the tank. Grout needs to be replaced/ repaired in multiple locations.
• Ladder replacement. The interior ladder is in fair condition with signs of corrosion.
• Replacement of two hatches on top of the tank.
Surface coatings protect the inside of municipal water tanks from deterioration and corrosion, as it forms a
physical barrier between the water and the walls of the tank. Protective coatings are the first step in water
tank maintenance to maintain the structural integrity of the vessel. The proposed coating is expected to have
a life expectancy of approximately 15 years. In addition to the coating, preventative maintenance of the
safety features of the tank will be completed. The SWBPS Ground Storage Tank preventative maintenance
and the recoating project will extend the useful life of the tank and support the delivery of safe potable
water to the community.

The SWBPS Ground Storage Tank Recoat project has a total estimated cost of $556,369.60. This estimate
includes a $529,875 total base bid amount and a contingency of $26,493. A contingency allowance, if any,
is for the sole use of the City and will be subject to written authorization by the City’s Project Manager and
Program Manager.
Competitive Sealed Proposals were sent to 980 prospective suppliers, including 70 Denton firms. In
addition, specifications were placed on the Procurement website for prospective suppliers to download and
advertised in the local newspaper. Nine (9) proposals were received, with three (3) meeting specifications.
references were checked, and proposals were evaluated based upon published criteria including key
personnel, past performance, experience, safety, schedule, and price. Best and Final Offers (BAFO) were
requested from the top firm. Based upon this evaluation, J.R. Stelzer Co. was ranked the highest and
determined to be the best value for the City.

On February 27, 2023, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with J.R. Stelzer Co., for the preventative maintenance and recoat of the Southwest
Booster Pump Station (SWBPS) 2MG Ground Storage Tank for the Water Utilities Department, in a not-
to-exceed amount of $556,369.

These services will be funded from Tank Painting account 630088517.1360.21100. Requisition #158950
has been entered into the Purchasing software system in the amount of $529,875. The budgeted amount for
this item is $556,369.
