SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the approval of a first amendment to a contract between the City of Denton and Security 2
Standard, LLC, amending the contract approved by the City Council on August 25, 2020, in the not-to-
exceed amount of $350,000.00; said first amendment to continue to provide dedicated security officer
services for the Temporary Alternative Shelter Program; providing for the expenditure of funds therefor;
and providing an effective date (RFP 7411 – providing for an additional first amendment expenditure
amount not-to-exceed $87,500.00, with the total contract amount not-to-exceed $437,500.00).
INFORMATION/BACKGROUND
In August of 2020, City Council approved a contract (RFP 7411) with Security 2 Standard, LLC, for the
procurement of Dedicated Security Officer Services for the City of Denton at the hotel where the City is
funding the Temporary Alternative Shelter Program due to the ongoing economic impact of COVID-19.
These services ensure the safety of hotel shelter clients and the protection of the facility. The contract with
Security 2 Standard, LLC is a one (1) year contract with options to extend the contract for two (2) additional
one (1) year periods. The City is currently in the last of the two (2) additional one (1) year periods ending
in August 2023.
As of January 2023, approximately 95% of the not-to-exceed amount of this contract has been expended,
and an additional $87,500 is estimated to be needed to reach the end of the contract period. In September
of 2022, Council approved the allocation of an additional $2.5M from the City’s second tranche of funding
through the American Rescue Plan Act – State and Local Fiscal Recovery Funds for Temporary Alternative
Shelter to support ongoing COVID-19 economic recovery efforts. Included in this allocation is funding to
transition half of the rooms at the hotel to accommodate families experiencing homelessness. Funding is
projected to maintain the Program through December 2024.
Since funding has already been allocated to support these efforts, the staff is requesting City Council
approve the additional 25% of the original contracted funding amount for Security 2 Standard, LLC. Staff
is currently preparing for the necessary next steps to procure security services at the Temporary Alternative
Shelter beyond August 2023 through December 2024.

On August 25, 2020, City Council approved the contract with Security 2 Standard, LLC, in the not-to-
exceed amount of $350,000 (Ordinance 20-1655).
