SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Andritz Separation Inc., for the purchase of one (1)
refurbished belt press as a replacement at the Pecan Creek Water Reclamation Plant for the Water
Reclamation Department, which is the sole provider of this commodity, in accordance with Texas Local
Government Code 252.022, which provides that procurement of commodities and services that are available
from one source are exempt from competitive bidding, and if over $50,000, shall be awarded by the
governing body; providing for the expenditure of funds therefor; and providing an effective date (File 8180
– awarded to Andritz Separation Inc., in the not-to-exceed amount of $278,500.00). The Public Utilities
Board recommends approval (7 - 0).
INFORMATION/BACKGROUND
Denton Water Utilities Water Reclamation is requesting the purchase of one refurbished Belt Press to
replace one existing Andritz Belt Press at the Pecan Creek Water Reclamation Plant to ensure reliable
operation for the next three to five years. The belt press is a key part of the dewatering process. It removes
water from the wastewater treatment sludge byproduct. The water is returned to the plant for processing
and the pressed sludge is recycled into Denton’s Dyno Dirt. The inability to properly dewater and remove
solids from the wastewater process would quickly result in the collapse of the wastewater treatment itself.
The existing belt press to be replaced was manufactured by Andritz. Utilizing a direct refurbished
replacement from Andritz will allow the use of the existing wiring, controls, and available space limitations.
A new Andritz belt press and a refurbishment of the existing belt press were both considered. Both options
were not cost-effective.
There is currently a project to evaluate the existing solids handling process holistically and replace existing
equipment with updated technology. The project is scheduled to kick off in the second quarter of FY 23,
with an FY 25 date for construction. Staff recommended the replacement of the existing belt press prior to
the planned project. There is an immediate need for the existing belt press to be replaced to avoid critical
failure, provide service to the community, and maintain the environmental standards required by the State
of Texas.

Section 252.022 of the Local Government Code provides that procurement of sole source commodities and
services are exempt from competitive bidding, if over $50,000, shall be awarded by the governing body.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 13, 2023, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award with a contract to Andritz Separation Inc., as a sole source supplier, for the purchase of one (1)
refurbished belt press as a replacement at the Pecan Creek Water Reclamation Plant for the Water
Reclamation Department, in an amount not-to-exceed $278,500.

has been entered into the Purchasing software system in the amount of $278,500. The budgeted amount for
this item is $278,500.
