SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to increase the spend authority with Grid Training Corporation dba
Northwest Lineman College, for lineman apprentice training, electrical safety courses, and lineman
journeyman continuous improvement safety training for Denton Municipal Electric; providing for the
expenditure of funds therefor; and providing an effective date (File 8172 – awarded to Grid Training
Corporation dba Northwest Lineman College, providing for an additional expenditure amount not-to-
exceed $1,150,000.00, with the total contract amount not-to-exceed $1,250,000.00). The Public Utilities
Board recommends approval (6 - 0).
INFORMATION/BACKGROUND
OSHA 29 CFR 1910.269 Electric generation, transmission, and distribution Section: Training
1910.269(a)(2); mandates the variety and quality of the training necessary for all employees that work on
and around power lines, substations, and power utility equipment.
Per Title 29 Subtitle A Part 29 – Labor Standards for the Registration of the Apprenticeship Programs,
utility workers that work on power lines for generation, transmission, and distribution services are to meet
training, on-the-job training, and skills testing through an approved Lineman Apprenticeship Program. This
training is to ensure that the range and quality of training are adequate to ensure the safety of workers and
the public.
It was determined that the Northwest Lineman College, with a local campus in the City of Denton, was best
equipped to train and serve the employees of Denton Municipal Electric (DME) to meet both the
requirements of the OSHA regulations and the Department of Labor Title 29. The Lineman Apprentice
Program is a four-year program of classes, on-the-job training, and skill tests. This training is then evaluated
by the Department of Labor to issue the employee a “Lineman Accreditation Card”.
Section 252.022 of the Local Government Code provides that procurement of professional services are
exempt from competitive bidding.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On April 10, 2023, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.

RECOMMENDATION
Award an additional expenditure with Grid Training Corporation dba Northwest Lineman College, for
lineman apprentice training, electrical safety courses, and lineman journeyman continuous improvement
safety training for Denton Municipal Electric, in a not-to-exceed amount of $1,150,000, for a total amended
contract amount of $1,250,000.

This contract will expire on December 30, 2026.
FISCAL INFORMATION
These services will be funded from DME Operational Budget account 600110.7902.0009.5880. Purchase
Order #202304 will be revised based on the number of staff and classes needed for the remaining fiscal
year. The total amount of this contract is $1,250,000. Additional requisitions will be entered on an as-
needed basis. The City will only pay for services rendered and is not obligated to pay the full contract
amount unless needed.
