SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Kimley-Horn and
Associates, Inc., for the Wastewater Lift Station Condition Assessment Project for the Water Utilities
Department; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7574-
024 – Professional Services Agreement for assessment services awarded to Kimley-Horn and Associates,
Inc., in the not-to-exceed amount of $460,000.00). The Public Utilities Board recommends approval (6 -
0).
INFORMATION/BACKGROUND
The City of Denton owns and operates 25.85 miles of sewer force mains, and 31 Wastewater Lift Stations.
This proposal is to enter into a long-term agreement for a condition assessment of the Wastewater Lift
Stations. The highest-risk lift stations will be inspected first.
Wastewater Lift Stations play an important role by efficiently transporting raw sewage to a higher elevation
on its journey to a wastewater plant. The lift station pump will lift the sewage upwards using a sewer force
main. In the event of a lift station failure, wastewater can back up into the collection system, which can
result in sewer backup into homes or the surrounding environment. Gauging the condition of these lift
stations is essential to their operability and can prevent any catastrophic environmental, monetary, and
social damage that can occur due to a failure. Ongoing inspections are essential to gauge the condition of
these lift stations.
This condition assessment will result in better decisions in the selection and use of innovative condition
assessment technology, along with better management of this critical infrastructure through the assessment,
monitoring, rehabilitation, and replacement of these assets when needed.
Engineering firms listed on the prequalified list for Wastewater Treatment facilities were interviewed
separately to determine the most qualified firm for the project. Based on the qualifications, knowledge, and
experience in designing large projects of similar type and concept most in line with future expansion, staff
selected Kimley-Horn and Associates, Inc. from the list of qualified consultants to perform this work.
Request for Qualifications for professional engineering services for Water and Wastewater was solicited
using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms
on March 23, 2021 (Ordinance 21-546).

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 23, 2021, Council approved RFQ 7574 for a prequalified list of professional engineering firms
for Water and Wastewater (Ordinance 21-546).
On April 10, 2023, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Kimley-Horn and Associates, Inc., for the Wastewater Lift Station Condition
Assessment Project for the Water Utilities Department, in a not-to-exceed amount of $460,000.

FISCAL INFORMATION
These services will be funded from Wastewater CIP account 640494541.1365.47710. Requisition #159253
has been entered into the Purchasing software system in the amount of $460,000. The budgeted amount for
this item is $460,000.
