SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Kimley-Horn and
Associates, Inc., for asset inventory, prioritization, condition assessment, and risk analysis with
recommendations for the Pecan Creek Water Reclamation Plant Condition Assessment Project for the
Water Utilities Department; providing for the expenditure of funds therefor; and providing an effective date
(RFQ 7574-026 – Professional Services Agreement for professional services awarded to Kimley-Horn and
Associates, Inc., in the not-to-exceed amount of $330,000.00). The Public Utilities Board recommends
approval (6 - 0).
INFORMATION/BACKGROUND
The Pecan Creek Water Reclamation Plant (PCWRP) is permitted for an annual average capacity of 21
million gallons per day (MGD) and 46 MGD Peak 2-hour flow (P2HF). The facility treats 14-15 MGD of
wastewater, which is 71 percent of the permitted limit. An updated discharge permit submitted to the Texas
Commission on Environmental Quality (TCEQ) includes two additional capacity expansion phases of 26
MGD and 30 MGD. The city anticipates an approved TCEQ discharge permit in early 2023.
PCWRP is over 40 years old and is the City’s only wastewater treatment facility. The facility safely treats
and discharges all the influent wastewater from the city and wholesale customers. The Plant consists of two
treatment trains that are named the North and South. These trains are made up of similar and integral
equipment. Much of the equipment has outlived its useful life and warrants replacement.
The proposed contract is for the Pecan Creek Water Reclamation Plant Condition Assessment Project. This
project will identify the needed improvements to the existing treatment trains to remain in service for the
foreseeable future and provide a plan for the integration needed with the forthcoming Pecan Creek
Expansion to the 26 MGD Improvement Project.
The proposed project will provide professional services for the following:

• Prioritization/Risk Criteria Development
• Condition Assessment
• Risk Analysis and Recommendation Report

Engineering firms listed on the prequalified list for Wastewater Treatment facilities were interviewed
separately to determine the most qualified firm for the project. Based on the qualifications, knowledge, and
experience in the assessment of wastewater facilities and understanding future expansion, staff selected
Kimley Horn and Associates Inc. from the list of qualified consultants to perform this work.
Request for Qualifications for professional engineering services for Water and Wastewater was solicited
using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms
on March 23, 2021 (Ordinance 21-546).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 23, 2021, Council approved RFQ 7574 for a prequalified list of professional engineering firms
for Water and Wastewater (Ordinance 21-546).
On April 10, 2023, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Kimley-Horn and Associates, Inc., for asset inventory, prioritization, condition
assessment, and risk analysis with recommendations for the Pecan Creek Water Reclamation Plant
(PCWRP) Condition Assessment Project for the Water Utilities Department, in a not-to-exceed amount of
$330,000.

The Condition Assessment Project will define key improvement areas to sustain the safety and reliability
of wastewater treatment at the Pecan Creek Water Reclamation Plant.
RELATIONSHIP TO SUSTAINABILITY FRAMEWORK
Focus Area: Wastewater Treatment
What are some of the goals the department will be setting up to ensure that the sustainability measures
are met?
Goal 1: Utilize recommended upgrades and replacements to ensure the reliability of the existing
wastewater treatment facility.
Goal 2: Ensure wastewater is treated and discharged properly in accordance with regulatory
requirements.
Goal 3: Protect the health, safety, and the environment by continued treatment of wastewater influent.
The project addresses the need for major maintenance and replacement of infrastructure within the
aging existing treatment facility.
ESTIMATED SCHEDULE OF PROJECT
This project will be started upon approval with a completion date of March 1, 2024.
FISCAL INFORMATION
These services will be funded from Wastewater CIP account 640495545.1350.20100. Requisition #159295
has been entered into the Purchasing software system in the amount of $330,000. The budgeted amount for
this item is $330,000.
