AGENDA INFORMATION SHEET
DEPARTMENT: Procurement
ACM: Cassey Ogden
DATE: April 18, 2023
SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the approval of a first amendment to a contract between the City of Denton and Paradigm Traffic
Systems, Inc., amending the contract approved by City Council on September 1, 2020, in the not-to-exceed
amount of $2,250,000.00, said first amendment to continue to provide traffic signals and hardware for the
Warehouse Department; providing for the expenditure of funds therefor; and providing an effective date
(IFB 7398 – providing for an additional first amendment expenditure amount not-to-exceed $562,500.00,
with the total contract amount not-to-exceed $2,812,500.00).
STRATEGIC ALIGNMENT
This action supports Key Focus Area: Enhance Infrastructure and Mobility.
INFORMATION/BACKGROUND
Traffic signals and hardware allow for safe vehicle and foot traffic across intersections. These signals also
work to flow traffic through the City using LED lights as visual indicators to the end users. Vehicle detection
systems and sensors are used to help the signals know when vehicles are present at the intersections. The
hardware listed in this contract supports the use of these systems. These traffic signals and hardware are
purchased using the Warehouse Capital Funding Account, stocked in the Warehouse, and charged back to
the using department on an as-needed basis.
Due to increased new intersection construction projects, maintenance of existing intersections, and price
increases across the board on signal equipment, the initial spend of the contract was utilized quicker than
originally anticipated. The Warehouse is requesting an NTE increase of 25% of the total contract amount
to fulfill contract obligations from August 31, 2020, through August 31, 2025, with the vendor and continue
to provide materials to the internal departments through the duration of the contract.
PRIOR ACTION/REVIEW (Council, Boards, Commissions)
On September 1, 2020, City Council approved a contract with Paradigm Traffic Systems Inc, in the not-to-
exceed amount of $2,250,000 (Ordinance 20-1646).
