Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: April 18, 2023 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Mesa Design Associates, Inc., for professional design services for the proposed North Lakes Park Inclusive Playground for the Parks and Recreation Department as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7850-005 – Professional Services Agreement for professional design services awarded to Mesa Design Associates, Inc., in the not-to-exceed amount of $122,500.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Strengthen Community and Quality of Life. INFORMATION/BACKGROUND The City of Denton Parks and Recreation Department owns a 389.49-acre developed parcel named North Lakes Park, located at 2001 W. Windsor Drive Denton, TX 76201. The project will consist of public engagement, needs assessment, conceptual designs, construction documents, and probable cost for the development. This information will become part of the master plan for improvements for a portion of North Lakes Park to feature a unique all-inclusive playground for the Lilly Cantu Playground and surrounding infrastructure that will create a regional attraction. Playgrounds can provide many opportunities for children to develop further physical, cognitive, sensory, and social skills. The new playground design will be 'barrier free' and will feature areas of play offering universal design features for all abilities physically and mentally such as rehabilitation equipment, nature- based, and garden/landscape experiences for children and adults of all abilities. The Parks, Recreation, and Trails System Master Plan was adopted by City Council on March 1, 2022. The development of an inclusive playground was listed as a priority in the master plan. This agreement is vital in future planning for Parks and Recreation and its mission to serve and meet the community's needs. These services will be funded from this FY 2022-2023 CIP/CMP Plan. Staff estimates this project to be approximately $3,000,000 for construction. Mesa Design Associates, Inc. will work with the Parks and Recreation Department to provide an accurate and detailed construction cost estimate upon completion of the plan. Based on the proposed new amenities for this site, staff estimates this park to increase by $50,000 for maintenance and operations. City Hall 215 E. This design will allow the project to be “shovel-ready” when funding is identified. Request for Qualifications for landscape architect services for the Parks and Recreation Department was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of professional service firms on February 1, 2022 (Ordinance 22-192). PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On February 1, 2022, Council approved RFQ 7850 for a prequalified list of firms for landscape architect services (Ordinance 22-192). RECOMMENDATION Award a contract with Mesa Design Associates, Inc., for design services for the North Lakes Park Inclusive Playground Master Plan for the Parks and Recreation Department, in a not-to-exceed amount of $122,500. FISCAL INFORMATION These services will be funded from Inclusive Playground account 400373403.1360.21100. Requisition #158693 has been entered into the Purchasing software system in the amount of $119,500. The budgeted amount for this item is $122,500.
