SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the approval of a first amendment to a Professional Services Agreement between the City of
Denton and Kimley-Horn and Associates Inc., amending the contract approved by the City Council on
November 16, 2021, in the not-to-exceed amount of $159,300.00; said first amendment to provide
approximately 1,500 linear feet of 12-inch sanitary sewer line for the Water Utilities Divisions for the
Granada Lift Station Replacement Project; providing for the expenditure of funds therefor; and providing
an effective date (RFQ 7574-008 – providing for an additional first amendment expenditure amount not-to-
exceed $204,500.00, with the total contract amount not-to-exceed $363,800.00). The Public Utilities Board
recommends approval (4 - 0).

INFORMATION/BACKGROUND
The Granada Lift Station was built in 1974 and has reached the end of its useful life. City Council previously
authorized a contract with Kimley-Horn and Associates Inc. to design a replacement station for the location.
With a fast-track approach to a 90% design, Kimley-Horn and staff determined that the proposed
improvements would potentially lead to challenging easement acquisition and site constraints.
As a result of the findings, staff asked that Kimley-Horn perform a revised scope of services to collect
additional data and to make recommendations for alternative infrastructure improvement options. The
investigation has revealed a gravity pipeline option is feasible and will permit the abandonment of the
Granada Lift Station. The City will gain an advantage with the lift station deletion, including eliminating
the costs associated with the lift station’s required operation and maintenance, while safely providing
wastewater service to the community. The proposed gravity option reduces the disruption to the current site
and includes construction cost savings versus the initial lift station replacement.
This amendment provides professional services for the conversion of the Granada Lift Station to gravity
conveyance. This includes approximately 1,500 linear feet of 12-inch sanitary sewer line from an existing
sanitary sewer line in front of 3712 Granada Trail, through the existing lift station site to the south, and
ultimately discharging in an existing sanitary sewer manhole in the Creekside subdivision.

Request for Qualifications for professional engineering services for Water and Wastewater was solicited
using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms
on March 23, 2021 (Ordinance 21-546).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 23, 2021, City Council approved RFQ 7574 for a prequalified list of professional engineering
firms for Water and Wastewater (Ordinance 21-546).
On November 16, 2021, City Council approved a contract with Kimley-Horn and Associates Inc., in the
not-to-exceed amount of $159,300 (Ordinance 21-2395).
On May 8, 2023, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award Amendment No. 1 with Kimley-Horn and Associates Inc., to provide approximately 1,500 linear
feet of 12-inch sanitary sewer line for the Water Utilities Divisions for the Granada Lift Station Replacement
Project, in a not-to-exceed amount of $204,500, for a total amended contract amount of $363,800.

FISCAL INFORMATION
These services will be funded from Granada Lift Station account #640460545.1360.21100. Purchase Order
#198809 will be revised to include the first amendment amount of $204,500. The total amended amount of
this contract is $363,800.
