Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: May 16, 2023 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Burns & McDonnell Engineering Company, Inc., to provide Owner Engineer services on several ongoing initiatives for the Denton Municipal Electric Department; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7804-009 – Professional Services Agreement for professional services awarded to Burns & McDonnell Engineering Company, Inc., in the not-to-exceed amount of $763,641.00). The Public Utilities Board recommends approval (4 - 0). STRATEGIC ALIGNMENT This action supports Key Focus Area: Enhance Infrastructure and Mobility. INFORMATION/BACKGROUND The City of Denton is currently utilizing Burns & McDonnell Engineering Company, Inc., (B&M) to serve as Owner Engineer on several ongoing initiatives. These initiatives include migrating our current geometric network (GN) to Esri’s updated Utility Network (UN) and updating/migrating our current Responder Outage Management System (OMS) to an Advanced Distribution Management System (ADMS). As such, it is essential to leverage B&M Engineering for their current knowledge and technical expertise to help manage other project implementations, such as Denton Municipal Electric’s (DME) new IBM Maximo workflow management system, and ensure that it is completed efficiently, effectively, and in accordance with all applicable requirements. DME has chosen to implement IBM Maximo to optimize its workflow management strategies and improve its operational efficiency. Maximo enables DME to make informed, data-driven decisions through the use of a unified system, effectively streamlining resource allocation, optimizing maintenance scheduling and costs, and reducing downtime. Additionally, the utilization of this workflow management system is scalable and customizable. Due to the complexity of this system, an Owner Engineer is necessary in order to assist in providing technical oversight to make sure that Maximo is tailored to DME’s specific needs and can function with other applications and systems. Implementing a new workflow management system like IBM Maximo can be a significant change for an organization, impacting how employees work and how business processes are carried out. To ensure a successful implementation, it is essential to have an organizational change management strategy in place. B&M's organizational change management implementation will help employees understand why the change is happening, how it will affect their roles and responsibilities, and how they can adapt to the new system. They will help build support for the change, reduce resistance, and improve user adoption, City Hall 215 E. Without proper organizational change management, there is a risk of low user adoption, decreased productivity, and project failure. Therefore, it is crucial to have a well-planned and executed organizational change management strategy to ensure the success of the IBM Maximo implementation project. DME has selected B&M under the Pre-Qualified Engineering Firms RFQ 7804 to provide professional engineering services. B&M is a global engineering and professional services firm with a proven track record of successful project implementations. They have extensive experience with IBM Maximo and have completed projects involving the design, analysis, implementation, integration, and support of this system. B&M’s team of experts has the necessary technical knowledge and experience to ensure that IBM Maximo is configured to meet our organization's unique requirements. B&M will act diligently as an advocate for DME while managing all participating vendors in the design and implementation of this project to ensure that there is collaboration and synergy between the various projects at DME. In addition, they will represent DME through the design, development, execution, and functional testing of the systems. Request for Qualifications for professional engineering services for Denton Municipal Electric was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms on December 14, 2021. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On December 14, 2021, Council approved RFQ 7804 for a prequalified list of professional engineering services for Denton Municipal Electric (Ordinance 21-2687). On May 8, 2023, the Public Utilities Board (PUB) recommended this item to the City Council for consideration. RECOMMENDATION Award a contract to Burns & McDonnell Engineering Company, Inc., to provide Owner Engineer services on several ongoing initiatives to the Denton Municipal Electric Department, in a not-to-exceed amount of $763,641. Fort Worth, TX ESTIMATED SCHEDULE OF PROJECT The anticipated start date of this project is June 1, 2023, and will conclude around June 1, 2025, for a total of 24 months. FISCAL INFORMATION These services will be funded from DME's pre-qualified engineering services account 605306497.1360.3980. Requisition #159714 has been entered into the Purchasing software system in the amount of $320,000. The budgeted amount for this item is $763,641.
