SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with 2L Construction, L.L.C., for the Construction of
the Westgate Connector Paving and Drainage project for the Capital Projects Department; providing for the
expenditure of funds therefor; and providing an effective date (IFB 8204 – awarded to 2L Construction,
L.L.C., in the not-to-exceed amount of $624,926.00.)

INFORMATION/BACKGROUND
After the completion of the new Denton Independent School District high school located west of the street
intersection of Bronco Way and N. Bonnie Brae Street, City Staff conducted preliminary research on the
potential construction of the undeveloped portion of East/West Westgate Drive and its permanent
connectivity to Bronco Way.
The construction of a Westgate Drive Connector will provide for an immediate releave to alleviate the
traffic impact on the Bronco Way/Bonnie Brae Street Intersection and the Kings Ridge Estates by the new
DISD high school. When the project is completed the DISD vehicular traffic will now have the additional
choice of heading west along the Westgate Drive Connector to access the northbound I35 access road.
The construction of a Westgate Drive Connector will also help provide access solutions needed for ongoing
and upcoming capital improvement projects like the Northwest Water Transmission Main Project, the
Bonnie Brae Phase 6 Project (which includes improvements to Riney Road) and the Westgate Drive
Improvement Project planned in the area. Future construction traffic control plans (TCP) will be able to
note the Westgate Dive Connector as a potential detour when preparing their TCPs.
Upon approval, the selected Contractor will receive instruction to move forward with the construction of
the Westgate Drive Connector Paving & Drainage Project. In doing so the vehicular traffic will have access
to the I35 access road.
The Westgate Connector Paving and Drainage Project has a total project construction cost of $624,926.00.
This estimate includes a $595,167.00 total base bid amount and a 5% contingency of $29,759.00. A
contingency allowance, if any, is for the sole use of the City and will be subject to written authorization by
the City’s Project Manager and Program Manager.

Requests for Bids was sent to 820 prospective suppliers, including 61 Denton firms, of this item. In addition,
specifications were placed on the Procurement website for prospective suppliers to download and advertised
in the local newspaper. Three (3) bids meeting specifications were received. The lowest bid was received
by 2L Construction, L.L.C.

ESTIMATED SCHEDULE OF PROJECT
The Work will be complete for Final Acceptance within 120 days after the date when the Contract Time
commences to run, which is the day indicated in the Notice to Proceed.
This project will be started upon approval with a completion date of October 31, 2023.
FISCAL INFORMATION
This item will be funded from the Westgate Temp Connector account 250118472.1365.40100. Requisition
#160316 has been entered into the Purchasing software system in the amount of $595,167.00. The budgeted
amount for this item is $624,926.00.
