SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Pipeline Analysis, LLC,
for the Capacity, Management, Operations, and Maintenance Plan for the sanitary sewer and water system
for the Wastewater Collections Department as set forth in the contract; providing for the expenditure of
funds therefor; and providing an effective date (RFQ 8217 – Professional Services Agreement for
professional services awarded to Pipeline Analysis, LLC, in the not-to-exceed amount of $87,167.00). The
Public Utilities Board recommends approval (5-0).

INFORMATION/BACKGROUND
A Capacity, Management, Operation, and Maintenance (CMOM) Plan was prepared for the wastewater
collection system in 2015. The CMOM Plan outlines the procedures and processes used by the City to
manage the water distribution system and needs review and updating. The City is also interested in
developing a CMOM Plan for the water distribution system.
Wastewater Collections
The City of Denton prepared a CMOM Plan dated May 2015 and has performed all of the updates listed in
the plan. The latest update listed was in July 2021. The goals of the updated CMOM Plan include:
1) properly manage, operate, and maintain all parts of the collection system;
2) provide adequate capacity to convey base and peak flows;
3) take all feasible steps to stop and mitigate the impact of SSOs;
4) provide notification to affected parties in the event of an overflow; and
5) document the CMOM program and monitor performance.
Water Distribution
This will be the first CMOM Plan performed in Water Distribution and is believed to be the first application
of the CMOM methodology to water distribution. The aim is to apply a known successful wastewater
program to water distribution. The goals of the Water CMOM Plan include:

4) provide notification to affected parties in the event of a disruption in water service; and
5) document the Water CMOM program and monitor performance.

Total $87,167
Request for Qualifications (RFQ) for professional surveying services was sent to 576 prospective firms for
these services, including 18 Denton firms. In addition, the RFQ was placed on the Procurement website for
prospective respondents to download, and advertised in the local newspaper. Three (3) statements of
qualifications (SOQ) were received. The SOQs were evaluated based on published criteria including
identification and understanding of the City’s requirements, past performance, experience and
qualifications of key personnel, and schedule. Based upon this evaluation, the recommended award is to
Pipeline Analysis, LLC, and is determined to be the most qualified firm for the City.

On June 12, 2023, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Award a contract with Pipeline Analysis, LLC, for the Capacity, Management, Operations, and
Maintenance Plan for the sanitary sewer and water system for the Wastewater Collections Department, in
a not-to-exceed amount of $87,167.

is $87,167.
