SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Caterpillar Inc., through the Sourcewell
Cooperative Purchasing Network Contract Number 032119-CAT, for the acquisition of one (1) Caterpillar
model 627 Wheel Tractor Scraper for the Solid Waste Department; authorizing the expenditure of funds
therefor; and providing an effective date (File 8266 – awarded to Caterpillar Inc., in the not-to-exceed
amount of $1,389,300.00). The Public Utilities Board recommends approval (5-0).

INFORMATION/BACKGROUND
The proposed contract is for the purchase of a 627 Wheel Tractor Scraper for the Solid Waste Department.
The unit was a planned addition approved in the FY 22-23 budget.
The City of Denton Solid Waste Landfill Facility is permitted and regulated by the Texas Commission on
Environmental Quality (TCEQ). The specific permit number is 1590B which is a modification of 1590.
Purchasing an additional Scraper would support the Landfill’s regulatory obligation to obtain and deliver
daily cover soil to the working face and problem areas around the facility. The daily dirt haul must be six
inches of well-compacted earthen material. In Quarter 1 and Quarter 2 of FY 22-23, 66,180 cubic yards of
soil were hauled for daily and intermediate cover. That breaks down to roughly 460 cubic yards of dirt a
day or 15-16 loads a day. The dirt stockpile currently being used is slowly dissipating and will eventually
have to be shifted to a northern stockpile. This will add a considerable haul distance to the active cell.
Requests for quotes were sent to three vendors with only one being able to provide the needed equipment.
Holt quoted the scraper at just under $1,263,000. A 10% contingency has been added due to the vulnerable
market, bringing the total contract amount to $1,389,300.
Pricing obtained through Sourcewell Cooperative Purchasing Network has been competitively bid and
meets the statutory requirements of Texas Local Government Code 271.102.
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On January 28, 2020, Council approved the interlocal agreement with Sourcewell (Ordinance 20-197).
