SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
rejecting any and all competitive proposals under RFP 8187 for the Comprehensive Rebranding Initiative;
and providing an effective date (RFP 8187).
INFORMATION/BACKGROUND
In January 2023, the City of Denton issued a request for proposals (RFP) for a third-party vendor to conduct
a branding study that would ultimately redefine brand standards for the City and include the development
of a unified set of City of Denton logos. Funding for this project was provided in the FY 2022-23 budget.
After the RFP was issued, City staff recognized the need to include within the scope of work the
development of an organization-wide mission and vision statement that would help form the basis for the
branding structure and the City’s short and long-term strategic goals.
While many firms specialize in both branding and the creation of mission and vision statements, the fact
that the original scope of work did not include mission and vision development results in staff not being
able to score or evaluate firms on that qualification.
Staff recommends the City Council reject all bids for the branding RFP so that staff may issue a new RFP
whose scope of work includes mission and vision development. Vendors who responded to the original
RFP will be contacted so they are aware that a new proposal opportunity will be available soon. Staff
anticipates the contract under the new RFP to be considered by the Council in the fall of 2023. Additionally,
the previously allocated project funding will be used to fund the new project under the updated RFP.
In accordance with the Local Government Code 252.043, the City Council may reject any and all bids.
RECOMMENDATION
Staff recommends rejection of all proposals for the Comprehensive Rebranding Initiative.
