Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: August 1, 2023 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a professional services agreement with 1898 & Co, a division of Burns & McDonnell Engineering Company, Inc., for professional engineering services to the Denton Municipal Electric Systems Operation Department; providing for the expenditure of funds therefore; and providing an effective date (RFQ 7804-010 - Professional Services Agreement for professional services awarded to 1898 & Co, a division of Burns & McDonnell Engineering Company, Inc., in the three (3) year not-to-exceed the amount of $892,320.00). The Public Utilities Board recommends approval (4 – 0). STRATEGIC ALIGNMENT This action supports Key Focus Area: Enhance Infrastructure and Mobility. INFORMATION/BACKGROUND The City of Denton is currently utilizing Burns & McDonnell Engineering Company, Inc., (B&M) to serve as Owner Engineer on several ongoing initiatives. These initiatives include migrating our current geometric network to Esri’s updated Utility Network and updating/migrating our current Responder Outage Management System to an Advanced Distribution Management System. B&M Engineering is leading efforts to clarify requirements for networking, security, interfacing requirements, data processing, and ultimately the design and drafting of our System Architecture. As such, it is essential to leverage B&M Engineering for their current knowledge and expertise to create a cloud-based production environment to migrate/ warehouse all of Denton Municipal Electric’s (DME) GIS and GIS-related assets into a new cloud-based production environment. The benefits of a cloud-based production environment include higher performance, memory optimization, and a storage backup retention policy. Migrating to a vendor-managed cloud-based production environment reduces the need to upgrade hardware every couple of years, and automates software updates for instant user access to the latest technology and features. This also makes for a more robust operating environment and ultimately mitigates the opportunity for system failure. When operating out of a cloud-based production environment, space is freed up on a machine's CPU and RAM which allows for optimum performance of machines, and it gives staff access to real-time data. DME has selected B&M under the Pre-Qualified Engineering Firms RFQ 7804 to provide professional engineering services. The implementation of a cloud-based production environment is a key foundational piece of our future system architecture and ensures effective management of DME’s critical infrastructure. B&M has gathered requirements from DME stakeholders and understands the organization's vision, including ongoing or planned initiatives. As a result, B&M can provide the expertise and resources needed to keep the project on schedule and aligned with DME's future business objectives. Request for Qualifications for professional engineering services for Denton Municipal Electric was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms on December 14, 2021. PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On December 14, 2021, Council approved RFQ 7804 for a prequalified list of professional engineering services for Denton Municipal Electric (Ordinance 21-2687). On July 24, 2023, the Public Utilities Board (PUB) recommended this item to the City Council for consideration. RECOMMENDATION Award a contract to 898 & Co, a division of Burns & McDonnell Engineering Company, Inc., for professional engineering services to the Denton Municipal Electric Systems Operation Department, in a three (3) year not-to-exceed amount of $892,320. FISCAL INFORMATION The services will be funded from DME's pre-qualified engineering services account 605171500. Requisition #159945 has been entered into the Purchasing software system in the amount of $300,000. The budgeted amount for this item is $892,320.
