SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a professional services agreement with HDR Engineering, Inc., for
design services for Hickory Creek PH 2 Lighting for the Capital Projects Department; providing for the
expenditure of funds therefor; and providing an effective date (RFQ 7599-013 – Professional Services
Agreement for design services awarded to HDR Engineering, Inc., in the not-to-exceed amount of
$240,485.00).

INFORMATION/BACKGROUND
The Hickory Creek PH 2 Lighting project is comprised of the following services to provide continuous
roadway lighting plans for the roadway, sidewalk, and shared-use-path (SUP) along Hickory Creek Road
from Riverpass Drive to Teasley Lane (FM 2181) in the City of Denton. The proposed lighting design for
this project includes photometric analysis (2 scenarios) and continuous lighting plans. The two (2) scenarios
requested by the City are:
Scenario 1: Use roadside lighting for both the roadway and southern sidewalk for ultimate and interim
roadway layouts along with independent pedestrian/SUP lighting for the SUP on the north side of Hickory
Creek Road. The ultimate layout is six (6) lanes, three (3) in each direction, arterial.
Scenario 2: Use median-mounted lighting for both the roadway and southern sidewalk for the ultimate and
interim roadway layouts along with independent pedestrian/SUP lighting for the SUP on the north side of
Hickory Creek Road. The ultimate layout is six (6) lanes, three (3) in each direction, arterial.
Statements of Qualifications were sent to the City’s prequalified list of engineers requesting experience
designing projects using illumination. Upon ranking the received information, staff found HDR
Engineering, Inc. to have the most relevant experience and has current illumination work in progress in
Texas. Based on HDR Engineering, Inc.’s knowledge, project team experience, and availability, staff has
selected HDR Engineering, Inc. as the best choice for Hickory Creek Ph 2 Lighting design.

Request for Qualifications for professional engineering services was solicited using the City’s formal
solicitation process. City Council approved a pre-qualified list of engineering firms on May 18, 2021
(Ordinance 21-894).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 18, 2021, City Council approved RFQ 7599 for a prequalified list of professional engineering firms
(Ordinance 21-894).
RECOMMENDATION
Award a contract with HDR Engineering, Inc., for design services of Hickory Creek PH 2 Lighting for the
Capital Projects Department, in a not-to-exceed amount of $240,485.
SUSTAINABILITY MEASURES
Providing increased visibility for greater mobility and safety for pedestrians as well as motorists along the
Hickory Creek Road corridor.

ESTIMATED SCHEDULE OF PROJECT
This project will be started upon approval of the design with a completion date by Q3 2024.
FISCAL INFORMATION
These services will be funded from Roadway Impact Fees Fund account 250117472. Requisition #138008
has been entered into the Purchasing software system in the amount of $240,485. The budgeted amount for
this item is $240,485.
