SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Teague Nall and Perkins,
Inc., for professional design services for the Denia Park Renovation Project for the Parks and Recreation
Department as set forth in the contract; providing for the expenditure of funds therefor; and providing an
effective date (RFQ 7850-007 – Professional Services Agreement for landscape architect services awarded
to Teague Nall and Perkins, Inc., in the not-to-exceed amount of $251,600.00).

INFORMATION/BACKGROUND
Denia Park is a 23-acre community park that features many recreational amenities such as a trail, pavilion,
basketball & futsal court, playground, multi-purpose field, baseball/softball complex, and recreation center.
At the start of the current fiscal year, City Council allocated funding from the American Rescue Plan Act
for several Park Projects, one of which is the Denia Park Renovation project.
The scope of the Denia Park Renovation project includes the following:
• Renovating the softball fields, which includes regrading, fencing, irrigation, and sod installation, all
necessary improvements are necessary to address safety and maintenance concerns associated with
the current state of the fields.
• Adding a trail along the east side of the park to the south parking lot & trail from the south parking
lot to the soccer field to enhance connectivity.
• Establishing a trail from the soccer field through the Denton Independent School District easement
to connect to the Eagle Creek Development, as per the terms and conditions outlined in
Development Agreement Ordinance No: 22-249.
• Planting trees along the trail and parking lots.
• Replacing and adding typical park furnishings such as benches, pet waste stations, covered grills,
and trash receptacles.
• Addressing Americans with Disabilities Act (ADA) issues identified in the ADA transition plan.
• Installing irrigation systems throughout the park to mitigate erosion problems.
• Constructing a maintenance storage shelter to safeguard and secure maintenance equipment.
• Identifying opportunities for additional lighting throughout the park.
• Reorienting the basketball court and futsal court.

To ensure the community needs are met, Parks and Recreation staff initiated a community engagement
process at the beginning of this year by conducting the following activities:
• Creating a dedicated project page on DiscussDenton.com.
• Presenting the project scope to the Denia Area Neighborhood Association during their February
meeting.
• Conducting a hybrid community input meeting at the Denton Development Service Center in
February.
• Displaying in-person survey boards at the Denton Parks and Recreation Open House event in March.
• Connected and sought feedback from current softball/baseball field users.
The feedback received from the community has been overwhelmingly positive, and residents are eagerly
anticipating the improvements.
To minimize design and project management expenses, the staff initially planned to utilize the internal
engineering department for design assistance and act as the "general contractor." However, due to the
project's complexity, the internal engineering staff lacks the necessary expertise to fulfill the requested
deliverables. Consequently, the proposed contract will involve the creation of construction documents and
a probable cost estimate for the development. The Park Planning staff will manage the project in-house,
serving as the general contractor, which will ultimately reduce the additional costs typically incurred when
hiring a builder.
The Parks, Recreation, and Trails System Master Plan was adopted by City Council on March 1, 2022. The
improvement of facilities and the addition of a trail were listed as a priority in the master plan. This
agreement is vital in future planning for Parks and Recreation and its mission to serve and meet the
community's needs.
Request for Qualifications for landscape architect services for the Parks and Recreation Department was
solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of
professional service firms on February 1, 2022 (Ordinance 22-192).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On February 1, 2022, City Council approved RFQ 7850 for a prequalified list of firms for landscape
architect services (Ordinance 22-192).
RECOMMENDATION
Award a contract with Teague Nall and Perkins, Inc., for design services for the Denia Park Renovation
Project for the Parks and Recreation Department, in a not-to-exceed amount of $251,600.

ESTIMATED SCHEDULE OF PROJECT
To meet the desired construction deadlines, Teague Nall and Perkins will begin the construction
documentation process as soon as the contract is approved. Denia Park is anticipated to close Winter 2023
with a completion date of approximately 8-10 months. This project is estimated to be open fall 2024 season.
FISCAL INFORMATION
These services will be funded from the Denia Park account 400392959.1360.21100. Requisition #160319
has been entered into the Purchasing software system in the amount of $251,600. The budgeted amount for
this item is $251,600.
