SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Ambilabs, LLC, for Air Quality Monitors for the
Environmental Services and Sustainability Department; providing for the expenditure of funds therefor;
and providing an effective date (IFB 8274 – awarded to Ambilabs, LLC, for one (1) year, with the option
for two (2) additional one (1) year extensions, in the total three (3) year not-to-exceed amount of
$455,707.00).

INFORMATION/BACKGROUND
The Texas Commission of Environmental Quality (TCEQ) regulatory monitors are used to assess
regional air quality compliance with the National Ambient Air Quality Standards (NAAQS) but do not
allow neighborhood-level assessment of local air quality affecting public health.
The City is proposing the acquisition of non-regulatory air quality monitoring sensor equipment, along with
limited meteorological and other equipment to support local air quality data collection.
The City sought to identify a vendor that could provide air quality monitors for a pilot sampling project in
the City of Denton, seeking the vendor to calibrate, deploy, and maintain during a 2-year study period. The
successful vendor will:
• Calibrate monitors with the TCEQ monitor
• Provide maintenance during a 2-year study period
• Provide availability for questions related to data access
• Provide high-level data QAQC to maintain information reliability

Invitation for Bids was sent to 74 prospective suppliers of this item, including two (2) Denton firms. In
addition, specifications were placed on the Procurement website for prospective suppliers to download, and
advertised in the local newspaper. Two (2) bids meeting specifications were received. The lowest bid was
received by Ambilabs, LLC.

ESTIMATED SCHEDULE OF PROJECT

These items will be funded from Environmental Services and Sustainability Department account
280100.8535. Requisition #160681 has been entered into the Purchasing software system in the amount of
$150,000. The budgeted amount for this item is $455,707.
