SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute an agreement with Robert L. Barnum, for the art design and
production services for the public art sculpture installation to be located at the intersection of Old Bonnie
Brae Street and South Bonnie Brae Street, north of Vintage Boulevard for the Parks and Recreation
Department; providing for the expenditure of funds therefor; and providing an effective date (File 8244 –
awarded to Robert L. Barnum, in the not-to-exceed amount of $25,000.00). The Public Art Committee
recommends approval (6-0).

INFORMATION/BACKGROUND
A subcommittee of the Public Art Committee consisting of Frederick Nichelson, Jennifer Lane, and Leigh
Johnson considered several proposals for a work of art that would provide a place-making landmark,
amenable to night illumination, to be located at the juncture of Bonnie Brae Street and Old Bonnie Brae
street alongside two walking paths. The Call for Artists (CFA) asked specifically for sculptures adhering to
the theme of “North Texas avian wildlife and riparian fauna.” The subcommittee selected the proposal
submitted by Robert Barnum for its superior artistic merit and fidelity to the requested theme.
The Barnum proposal offered a design of cut steel representing the shape of a tree, a hawk, and a buck, with
the moon in the background. Like other works by the sculptor, this proposal, with its variegated hollow and
solid surfacing should prove amenable to illumination.
The proposed installation may require yearly cleaning at an estimated cost of $1,200.00 which includes
labor and the estimated cost of any vandalism repair. Additional energy costs may be incurred if external
lighting is installed for this sculpture.
A CFA was sent to 30 prospective suppliers of this item. In addition, specifications were placed on the
Procurement website for prospective suppliers to download and advertised in the local newspaper. Nine (9)
proposals were received, references were checked, and proposals were evaluated based on published criteria
whose submission and qualifications demonstrate best the ability to complete the project. Based upon this
evaluation, Robert Barnum was ranked the highest and determined to be the best value for the City.

On June 1, 2023, the Public Art Committee (PAC) recommended artist Robert Barnum for art design and
production services for the public art sculpture installation to be located at Old Bonnie Brae Street and S.
Bonnie Brae Street Project (6 – 0).
RECOMMENDATION
Award a contract to Robert Barnum, for the art design and production services for the public art sculpture
installation to be located at Old Bonnie Brae Street and South Bonnie Brae Street for the Parks and
Recreation Department, in a not-to-exceed amount of $25,000.
