SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute an agreement with Kirk Seese dba BB Murals, for art design and
production services for the public art mural/vinyl wrap installation to be located on Sycamore Street Bridge
near the intersection of Sycamore Street and South Crawford Street for the Parks and Recreation
Department; providing for the expenditure of funds therefor; and providing an effective date (CFA 8216-
02 – awarded to Kirk Seese dba BB Murals, in the not-to-exceed amount of $7,500.00). The Public Art
Committee recommends approval (5 - 2).

INFORMATION/BACKGROUND
The Sycamore Street Bridge, located near the intersection of Sycamore and South Crawford Street, featured
an existing mural with a mauve and abstract design that Parks and Recreation Department (PARD) staff
determined was too degraded to restore. Instead of restoration, PARD determined the need for a new mural
commission to replace the existing mural. The Call for Artists (CFA) asked for a mural on three sides of
the bridge – the two sides facing the road surface, and the southern face visible from Carl Young Sr. Park.
PARD staff sought input from residents regarding the artistic theme they would like best on the mural/wrap.
Input was received online, at Southeast Denton Neighborhood Association (SEDNA) meetings, and at the
ladies’ luncheon group meeting at the American Legion Hall Senior Center. Residents were
overwhelmingly in favor of a mural with a natural theme featuring monarch butterflies and flowers. This
theme also reflects Denton’s status as a Monarch City USA, a community that encourages the cultivation
of plants that are helpful to monarch butterflies and other pollinators. The CFA solicited proposals for a
painted mural or vinyl application to three surfaces of the bridge. This CFA was posted on Ionwave, Greater
Denton Arts Council, and glasstire.com (a Texas-wide art forum). Additionally, the proposal was directly
emailed to over 80 local, regional, and national muralists. Maintenance costs for the mural should be
consistent with similar maintenance costs for existing City murals. All exposed surfaces of the mural will
also receive an anti-graffiti coating, to reduce the likelihood of damage if the painted surface is vandalized.
A Call for Artists was sent to 30 prospective suppliers of this item, including five (5) Denton firms. In
addition, specifications were placed on the Procurement website for prospective suppliers to download and
advertised in the local newspaper. Eight (8) proposals were received, references were checked, and

proposals were evaluated based on published criteria whose submission and qualifications demonstrate best
the ability to complete the project. Based upon this evaluation, Kirk Seese dba BB Murals was ranked the
highest and determined to be the best value for the City.

On June 6, 2023, the Public Art Committee (PAC) recommended artist Kirk Seese dba BB Murals for art
design and production services for the public art mural/vinyl wrap installation to be located on Sycamore
Street Bridge near the intersection of Sycamore Street and South Crawford Street (5 – 2).
RECOMMENDATION
Award a contract with Kirk Seese dba BB Murals, for art design and production services for the public art
mural/vinyl wrap installation to be located on Sycamore Street Bridge near the intersection of Sycamore
Street and South Crawford Street for the Parks and Recreation Department, in a not-to-exceed amount of
$7,500.

ESTIMATED SCHEDULE OF PROJECT
The Streets Department is currently beginning a project within close proximity to the Sycamore Street
bridge. This project should be completed by the end of November or the beginning of December. Work on
the mural will begin shortly after the completion of this street project and should be completed within two
to three months.
FISCAL INFORMATION
These services will be funded from Sycamore Street Mural account 450017474.1365.30100. Requisition
#161307 has been entered into the Purchasing software system in the amount of $7,500. The budgeted
amount for this item is $7,500.
