Exhibit A
“Scope of Work”
Project Overview
The City of Denton Technology Services Department engages the services of Contractor to assist
with the completion of critical GIS data input, analysis and review. Contractor will provide
services for data input, analysis, and review. This Scope of Work document is heretofore
incorporated for all purposes as part of the Independent Contractor Agreement.
Assist Technology Services GIS updating Official Printable Maps and FEMA Flood System. Edit
Parcels, Streets and Land Right of Way including Easements. Update Storm Water Drainage
Pipes and Pipe Appurtenances databases for the City of Denton. This process is time consuming
and requires GIS expertise from Consultants who specialize in ESRI software and the design,
installation, integration, configuration and performance of ARCGIS Desktop, ARCGIS Server and
ARCSDE. We need Consulting services helping with upcoming GIS projects, technical support
and system evaluation for the City of Denton GIS Enterprise system.
Project Deliverables
Deliverable Number One - Update Official City of Denton online Engineering Printable maps.
x Update FEMA Flood Plan Map; Traffic Counts Maps; Mobility & Connectivity Map.
x New Subdivision Map; Mowing Areas Map; Park Maps; ESA Map; Drainage Map.
x Fire Map Book and all Fire Station Wall Maps; Platting Activity Map.
x Solid Waste Map Book; Gas Well & Pipeline Map.
x Street Map; Council Districts Maps; Code Enforcements Officers Maps.
Deliverable Number Two - Edit Parcels and Streets. Edit 500 parcels and 75 street segments.
x Map new parcels and edit existing parcels boundaries from platted subdivisions plats.
x Map new streets and edit existing streets segments from platted subdivision plats.
x Update new accessed tax values and verify address information assigned to each parcel.
x Compare property values to Denton County Appraisal District county parcels database.
x Use DCAD values table to join with City Parcels values.
x Use GIS software to maintain and improve the integrity of parcel data.
x Develop parcel mapping standards and a system to keep the parcel map current.
Deliverable Number Three - Update current FEMA Flood Map Change Activities.
x Locate the LOMR study site using FIRM maps or survey drawings. Update Flood Zone
attributes correct Flood Zone Designation and Base Flood Elevation. Including township,
engineering firm, study year and section information that can be used to track the site.

x Use editing and drawing tools in ArcGIS to digitize the flood zone areas as polygons and
save changes to SDE database.
Deliverable Number Four - Update Land Rights Documents into the City GIS Enterprise
System.
x Create Real Estate polygons boundaries for Mayhill Road and Bonnie Brae Widening and
Improvements. Contractor to identify 77 Right of Way property ownership tracts.
x Research agreements, leases, licenses, permits, ordinances and paper sketches. Enter
metes-and-bounds descriptions from deeds and recorded documents and check for
closure errors.
Deliverable Number Five - Update Storm Water Drainage Pipes and Pipe Appurtenances.
x Edit Storm Pipes and perform Connectivity on Upstream and Downstream flow.
x Edit Drainage Channels identified as open but not specifically part of the stream system.
x Combine all point assets into storm nodes layer so the system has all of the different
assets (inlet, manholes) together.
x Use As-built and files stored in Laserfiche to help locate Pipes and Appurtenances.
Deliverable Number Six - Update and standardize a Citywide Address Point Database.
x Edit accurate and up-to-date City Address Points to help Police Dispatch 911 locate land base
and cell phone for emergency operations.
x Create and edit data from DENCO 911 System and the City of Denton Parcel land base data. This
process involved consolidating multiple databases that were being maintained between each
agency into one standardized dataset.
x Edit single piece of property that has multiple dwellings or businesses, such as apartment
complexes or malls.
Project Scope
Project for each project deliverable:
Project Number One - Update Official City of Denton online Engineering Printable maps: $2,800
Project Number Two - Edit Parcels and Streets. Edit 500 parcels and 75 street segments: $2,950
Project Number Three - Update current FEMA Flood Map Change Activities: $2,750
Project Number Four - Update Land Rights Documents into the City GIS Enterprise System:$2,900
Project Number Five - Update Storm Water Drainage Pipes and Pipe Appurtenances: $2,800
Project Number Six - Update and standardize a Citywide Address Point Database: $2,800
Materials needed to complete each deliverable:
a. May require computer access, email, ARCGIS Software, Microsoft Excel & Microsoft Office.
b. Analyze GIS Spatial Databases, Edit Graphic and Attributes. Update using Coordinate Geometry.

Time Restrictions
Deadlines for the deliverable may be subject to change.
Project Duration:
The Technology Services Budget process for the Contractor will begin October 1, 2016 and be
completed by September 28, 2017.
Project Management
Payment Process:
Contractor shall provide invoice based off the completion of each deliverable and the invoice
will describe:
Work done to complete deliverable, and, if any, unexpected issues that arose in completing the
deliverable.
Payments will be made upon the issuance of invoice. Description of the project scope status
should be included on invoice.
Date of Invoice, Purchase Order number, and how the check will be cut such as on invoice date
plus 30 days (Net 30).
Change Control Process
Changes to this Scope of Work must be agreed to by all parties and shall include any additional
payment for services rendered up to $3,000 amount of dollars. The writing will then be
incorporated by reference as part of this document titled Exhibit A “Scope of Work.”
Project Phases
If certain phases are not met within a certain written time period, Independent Contractor may
be in breach of the Independent Contractor’s Agreement reference the breach paragraph.
Project Limitations
Budget Process Contractor limit amount of $17,000 with an additional $3,000 amount if
needed, meaning not-to-exceed $20,000
