SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Felix Construction Company, for the Robson Ranch
Water Reclamation Plant Lift Station Conversion Phase I for the Water Utilities Department; providing for
the expenditure of funds therefor; and providing an effective date (CSP 8250 – awarded to Felix
Construction Company, in the not-to-exceed amount of $2,962,148.20). The Public Utilities Board
recommends approval (4 - 0).

INFORMATION/BACKGROUND
Currently, all wastewater influent from Robson Ranch is treated at the Robson Ranch Water Reclamation
Plant (WRP). The flows are at 90% of the permitted amount allowed by the Texas Commission on
Environmental Quality (TCEQ). The TCEQ requires that expansion or improvements need to be in
construction at 90% of the permitted flows. Improvements to the Robson Ranch WRP and wastewater
collection system will enable the existing permit to be maintained and allow for continued development
within Robson Ranch, by reducing the flows currently treated at the Robson WRP.
The initial improvements will divert approximately 40% of wastewater flow from Robson Ranch WRP to
the Pecan Creek WRP, bringing the Robson Ranch treatment facility into compliance with the TCEQ for
the foreseeable future. Phase I also allows for additional coordination time with the Hunter and Cole Ranch
Developments and the City’s ongoing Wastewater Master Planning Project The project will increase
wastewater service capacity, support growth within the community, and maintain public health through safe
conveyance of wastewater.
The Robson Ranch Robson Ranch WRP Lift Station Conversion Phase I project includes:
• Upgrade of the existing Robson East Lift Station facility to effectively pump approximately 40%
of flows into the City’s primary collection system for treatment at the Pecan Creek WRP.
• An emergency generator to provide a redundant power supply to the station to prevent possible
service interruption during possible power loss.
• The replacement of the Robson Ranch WRP ultraviolet (UV) disinfection system to maintain
compliance with the Facility’s TCEQ Permit.

The Robson Ranch Water Reclamation Plant Lift Station Conversion Phase I Project has a total estimated
cost of $2,962,148.20. This estimate includes a $2,692,862 total base bid amount and a contingency of
$269,286.20. A contingency allowance, if any, is for the sole use of the City and will be subject to written
authorization by the City’s Project Manager and Program Manager.
Competitive Sealed Proposals were sent to 961 prospective suppliers, including 69 Denton firms. In
addition, specifications were placed on the Procurement website for prospective suppliers to download and
advertised in the local newspaper. One (1) proposal was received, and references were checked to ensure
the vendor can provide the services requested in the Scope of Work. The proposal was evaluated based
upon published criteria including key personnel, quality and reputation, schedule, safety record, and price.
Best and Final Offer (BAFO) was requested from the firm. The department is awarding the contract to Felix
Construction Company.

On October 23, 2023, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.

SUSTAINABILITY MEASURES
The Robson Ranch Robson Ranch Water Reclamation Plant Lift Station Conversion Phase I improves the
existing East Lift Station and the UV Disinfection equipment. These improvements provide capacity,
improve reliability, and support the continued quality wastewater treatment to the Robson Ranch
community.

ESTIMATED SCHEDULE OF PROJECT
This project will be started upon approval with an estimated completion date of September 2024.
FISCAL INFORMATION
These services will be funded from the Water Utilities account 640496545.1360.20100. Requisition
#161413 has been entered into the Purchasing software system in the amount of $2,692,862.20. The
budgeted amount for this item is $2,962,148.20.
