Exhibit 1 - Agenda Information Sheet - Amend 2City of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: November 14, 2023 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the approval of a second amendment to a Professional Services Agreement between the City of Denton and Solutient Geosciences, Inc., amending the contract approved by the City Council on January 28, 2020, in the not-to-exceed amount of $321,415.00; amended by Amendment 1 approved by City Council; said second amendment to continue to provide hydrogeological consulting and analytical services regarding the City’s landfill monitoring and reporting requirements for the Solid Waste Department; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7109-005 – providing for an additional second amendment expenditure amount not-to-exceed $121,109.00, with the total contract amount not-to-exceed $558,726.00). INFORMATION/BACKGROUND In accordance with the Texas Commissions on Environmental Quality (TCEQ) approved Groundwater Sampling and Analysis Plan (GWSAP) and 30 TAC 330, Subchapters F and J, the landfill is required to conduct quarterly and semi-annual groundwater monitoring events. Failure to conduct the required groundwater sampling can lead to the revocation of the City's landfill permit, which authorizes Solid Waste to process and dispose of waste. Request for Qualifications for professional engineering services was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of engineering firms on October 8, 2019 (Ordinance 19-2305). PRIOR ACTION/REVIEW (Council, Boards, Commissions) On October 8, 2019, City Council approved RFQ 7109 for a prequalified list of professional engineering firms (Ordinance 19-2305). On January 28, 2020, City Council approved a contract with Solutient Geosciences, Inc., in the not-to- exceed amount of $321,415 (Ordinance 20-193). City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com On February 7, 2023, City Council approved Amendment No. 1 with Solutient GeoSciences, Inc., in the not-to-exceed amount of $116,202, for a total not-to-exceed amount of $437,617 (Ordinance 23-331). On November 13, 2023, this item will be presented to the Public Utilities Board (PUB) for consideration. RECOMMENDATION Award Amendment No. 2 with Solutient GeoSciences, Inc. to continue to provide hydrogeological consulting and analytical services regarding the City’s landfill monitoring and reporting requirements for the Solid Waste Department, in a not-to-exceed amount of $121,109, for a total amended contract amount of $558,726. PRINCIPAL PLACE OF BUSINESS Solutient GeoSciences, Inc. Tyler. TX ESTIMATED SCHEDULE OF PROJECT This project will begin on January 1, 2024, with a completion date around December 31, 2024. FISCAL INFORMATION These services will be funded from Environmental Services Department account 890500.7855. Purchase Order #198166 will be revised to include the second amendment amount of $121,109. The total amended amount of this contract is $558,726.
