SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Parkhill, Smith & Cooper,
Inc., to provide permitting services, conceptual design services, and land entitlement services for the
Municipal Solid Waste Transfer Station Project for the Solid Waste and Recycling Department; providing
for the expenditure of funds therefore; and providing an effective date (RFQ 7109-035 – Professional
Services Agreement for professional services awarded to Parkhill, Smith and Cooper, Inc. in the not-to-
exceed amount of $587,100.00).

INFORMATION/BACKGROUND
The Solid Waste and Recycling Department provides recycling collection, waste collection, and disposal
services to over 37,000 residential and 2,600 commercial customers in the City. As the City continues to
grow along the IH 35W corridor and west, a future solid waste transfer station located on the west side of
Denton is necessary to provide efficient collection route operations and for the housing of departmental
staff, vehicles, and equipment. The department recently acquired a 40-acre tract of property, immediately
south of the Denton Energy Center, where the facility will be located.
The transfer station will allow smaller collection vehicles to unload waste within an enclosed building to
be consolidated in a larger highway tractor-trailer transfer truck which hauls waste to the landfill for
disposal. This reduces the total number of trips collection vehicles are required to make to the landfill and
increases collection route efficiency. Collection vehicles can spend more time on route, and less time
driving to and from the landfill. The transfer station will accept material from Denton residents/customers
and non-residents.
It is anticipated that the facility may accept the following materials for transfer: (1) municipal solid waste,
(2) single-stream recyclables, (3) green waste, and (4) household hazardous waste (HHW). At the final
buildout, the facility is expected to include, at a minimum, the transfer station, personnel offices and locker
room, staff and fleet parking, equipment storage, and maintenance areas.

The primary scope of this contract with Parkhill will include:
1. Conceptual design and planning to establish facility layout.
2. Entitlement services, re-zoning, and platting for the intended use.
3. TCEQ municipal solid waste permit preparation to authorize the facility operation.
The conceptual design, entitlements, and permitting are expected to occur over a 2-3 year period. The
facility is expected to be designed and constructed to coincide with the construction of the West Loop 288
extension, opening in approximately 2028. Permitting the facility at this time is beneficial to the City in that
regulatory requirements may change, and development will continue to grow in the West. By obtaining the
operating permit from the TCEQ now, the City has ultimate flexibility for the future design and construction
schedule.
The transfer station was previously addressed in the Comprehensive Solid Waste Management Strategy
Report and during the Hunter and Cole Ranch evaluation process.
Engineering firms listed on the prequalified list for Municipal Solid Waste Engineering were evaluated to
determine the most qualified firm for the project. Based on the qualifications of key personnel, knowledge,
and experience in designing and permitting municipal solid waste projects of similar type, and past
performance, staff selected Parkhill from the list of qualified consultants to perform this work.
Request for Qualifications for professional engineering services was solicited using the City’s formal
solicitation process. City Council approved a pre-qualified list of engineering firms on October 8, 2019
(Ordinance 19-2305).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On October 8, 2019, the City Council approved RFQ 7109 for a prequalified list of professional engineering
firms (Ordinance 19-2305).
On December 11, 2023, this item will be presented to the Public Utilities Board (PUB) for consideration.
RECOMMENDATION
Award a contract with Parkhill, Smith & Cooper, Inc., to provide permitting services, conceptual design
services, and land entitlement services for the Municipal Solid Waste Transfer Station Project for the Solid
Waste and Recycling Department, in a not-to-exceed amount of $587,100.

SUSTAINABILITY MEASURES
The development of a solid waste transfer station located in west Denton will reduce the future number of
collection vehicle trips to the landfill, and provide citizens with an additional location to dispose of waste
and drop off recyclables to be properly managed, reducing illegal dumping.
FISCAL INFORMATION
These services will be funded from Solid Waste and Recycling account #660664585.1365.30100.
Requisition #162111 has been entered into the Purchasing software system in the amount of $502,100 for
Contract Tasks 1-3, and 5-6. The budgeted amount for this item is $587,100.
