SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the approval of a first amendment to a Professional Services Agreement between the City of
Denton and Coffman Associates, Inc., amending the contract approved by Purchasing on July 26, 2023, in
the not-to-exceed amount of $15,000.00; said first amendment to continue to provide a financial analysis
for the Airport; providing for the expenditure of funds therefor; and providing an effective date (RFQ 8133
– providing for an additional first amendment expenditure amount not-to-exceed $71,250.00, with the total
contract amount not-to-exceed $86,250.00).

INFORMATION/BACKGROUND
Growth of the Airport in the last ten (10) years has resulted in the Airport being ranked 5th in the state and
59th in the country for operations (planes that land and planes that take off from the Airport), as of September
2023. The Airport master plan, scheduled to begin in 2024, will create a 20-year outlook for future airport
development and services, and the Airport financial analysis will recommend how the Airport can generate
additional revenue streams to remain operationally self-sufficient during that period.
Coffman Associates, Inc. (“Coffman”), will be conducting the Airport Master Plan, and will utilize Aviation
Management Consulting Group (AMCG) to conduct the Airport financial analysis. The financial analysis
will review the Airport’s operating revenues and expenses, and non-operating sources and uses of funds.
The results will assist the Airport’s policymakers, management, and staff in the identification of the primary
functional areas and revenue streams where the Airport’s operating revenues could be enhanced, and
operating expenses could be modified to fulfill the City’s to make the airport as financially self-sufficient
as possible. AMCG will also conduct an Aeronautical Fee Study to recommend aeronautical fees to help
recover the operating and non-operating expenses and will analyze total direct employment and tax revenue
generated by the Airport.
As the Airport grows, the information gained from the financial study will be critical to ensure that the
Airport fund can support the operational and infrastructure enhancements required to sustain that growth.
Currently, the Airport Fund balance is being utilized to fund debt associated with infrastructure
improvements, a practice that will, over time, utilize the remaining available fund balance.

RECOMMENDATION
Award Amendment No. 1 with Coffman Associates, Inc., to continue to provide financial analysis for the
Airport, in a not-to-exceed amount of $71,250, for a total amended contract amount of $86,250.

ESTIMATED SCHEDULE OF PROJECT
The proposed scope of services and work plan is twelve (12) weeks from the site visit date. This contract
expires on July 26, 2028.
FISCAL INFORMATION
These services will be funded from the Airport Enterprise Fund project account 200085565.20100. Purchase
Order #204005 will be revised to include the first amendment amount of $71,250. The total amended
amount of this contract is $86,250.
