SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with 7Arrows Land Staff,
LLC, for land and easement acquisitions and relocation advisory services for the WD-LC Transmission
Easement Acquisition (Spencer to Locust Transmission Line) and Texas Department of Transportation I-
35 Sign Relocation project for the Real Estate Department as set forth in the contract; providing for the
expenditure of funds therefor; and providing an effective date (RFQ 7480-005 – Professional Services
Agreement for advisory services awarded to 7Arrows Land Staff, LLC, in the not-to-exceed amount of
$114,000.00).

INFORMATION/BACKGROUND
The Texas Department of Transportation (TxDOT) I-35E Mayhill project is expanding the frontage roads
and rights-of-way along I-35E from Loop 288 on the North to Pockrus Page Road on the South. This
TxDOT project forces all utilities in conflict with the construction to relocate their facilities to the edge
of the new right-of-way or into an easement. Along the northernmost portion of the Southbound side of
the freeway, Denton Municipal Electric (DME) is relocating its power lines to new poles, however, the
available route passes too close to existing retail signage to meet national electric safety regulations. DME
and the City of Denton Real Estate Department must engage a contractor to negotiate with the sign owners
and accomplish relocation of the existing signs before the pole line can be constructed. This is a critical
step in utility relocations for the I-35E Mayhill project.
7 Arrows Land Staff, LLC will provide acquisition and relocation services for the I-35E Sign Relocation
for $114,000. Project: DME I35 Utility Relocation. The signs to be relocated are:
1. Goodwill Industries of Dallas Inc
2. Milton 2434 South I35 LLC aka Planet Fitness
3. Southridge Lot 1D PS LTD aka Old West Café
4. Southridge Village Shopping Center LP aka Back & Pain Center

Request for Qualifications for a professional real estate list of firms for the Real Estate Department was
solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of
engineering firms on March 16, 2021 (Ordinance 21-427).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On March 16, 2021, City Council approved RFQ 7480 for a prequalified list of real estate firms (Ordinance
21-427).
RECOMMENDATION
Award a contract with 7Arrows Land Staff, LLC, for land and easement acquisitions and relocation advisory
services for the WD-LC Transmission Easement Acquisition (Spencer to Locust Transmission Line) and
Texas Department of Transportation I-35 Sign Relocation project for the Real Estate Department, in a not-to-
exceed amount of $114,000.

FISCAL INFORMATION
These services will be funded from I35 Relocation Job account 604925500.1365.3600. Requisition
#163290 has been entered into the Purchasing software system in the amount of $114,000. The budgeted
amount for this item is $114,000.
