SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
rejecting any and all competitive proposals under RFP 8260 for Emergency Kiosk Installation and
Maintenance; and providing an effective date (RFP 8260).
INFORMATION/BACKGROUND
In August 2020, Dylan Dorrell, age 17, passed away while running cross country at South Lakes Park due
to a sudden cardiac arrest. He would have been a senior at Guyer High School that school year, graduating
with the Class of 2021. Dylan was a four-year member of the Guyer Cross Country team and belonged to
several clubs at Guyer High School. In January of 2022, The Denton Parks Foundation and Parks and
Recreation staff met with Gus and Lisa Dorrell, Dylan’s parents who created the Run For Dylan Foundation,
to discuss the possibility of installing Automated External Defibrillators (AED) within city parks that are
accessible 24/7 to all park users as needed. With the cooperation of the Denton Fire Department, in February
2022, Parks and Recreation staff installed the first outdoor AED and cabinet at South Lakes Park.
City staff have been working on the procurement, purchase, and installation of free-standing AED units at
the following locations: North Lakes Park Filed 5 & 6, North Lakes Park Soccer Fields, North Lakes Park
Vela Athletic Complex, Denia Park, Evers Park 1 & 2, and Evers Park 10 & 11.
The Purchasing Department, along with the assistance of the Parks and Recreation and Fire Departments,
solicited bids for the emergency kiosks, and after evaluation, the equipment and cost of the contract were
determined to be a product that the City was not interested in considering.
While the equipment proposed within the bid process was not selected, the City still desired to place AEDs
within the park system. Another free-standing option was identified at a lesser cost and available via a
cooperative contract. The first free-standing AED was placed on February 2, 2024, at South Lakes Park in
front of the playground.
Staff from several departments have worked together to procure pedestals and defibrillators that will be
managed by City staff. Additional outdoor defibrillators will be installed later in 2024.
In accordance with the Local Government Code 252.043, the City Council may reject any and all bids.

RECOMMENDATION
Staff recommends rejection of all proposals for Emergency Kiosk Installation and Maintenance.
