SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Techline, Inc., for the purchase of 27kV circuit
breakers for Denton Municipal Electric; providing for the expenditure of funds therefor; and providing an
effective date (IFB 8369 – awarded to Techline, Inc., in the not-to-exceed amount of $1,145,250.00).
INFORMATION/BACKGROUND
Denton Municipal Electric (DME) has substation projects approved in its five (5) year Capital Improvement
Plan that will require the purchase of 27kV circuit breakers. Circuit breakers are necessary to protect
substation busses, transformers, and distribution circuits from damage by interrupting current flow in the
event of overloads or short circuits, and for switching and configuring within substations to facilitate normal
maintenance activities.
Below is an annual breakdown of estimated quantities needed for each CIP project.

Invitation for Bids was sent to 355 prospective suppliers of this item, including ten (10) Denton firms. In
addition, specifications were placed on the Procurement website for prospective suppliers to download and
advertised in the local newspaper. Three (3) bids meeting specifications were received. The lowest bid was
received by Techline, Inc.

This item will be presented to the Public Utilities Board (PUB) on February 26, 2024, retroactively, due to
the February 12, 2024 meeting not having a quorum.
RECOMMENDATION
Award a contract with Techline, Inc., for the purchase of 27kV circuit breakers for Denton Municipal
Electric, in a not-to-exceed amount of $1,145,250.

Delivery of the items will occur within 22 weeks after receipt of the order.
FISCAL INFORMATION
These items will be funded by DME CIP Projects. Requisition #163546 has been entered into the Purchasing
software system in the amount of $458,020.00. The budgeted amount for this item is $1,145,250. The City
will only pay for services rendered and is not obligated to pay the full contract amount unless needed.
