Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: February 20, 2024 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, approving a pre-qualified professional services list of state certified Engineers for professional engineering services for various capital infrastructure-related projects within the City of Denton for the Capital Improvements Department; and providing an effective date (RFQ 8377 – for a two (2) year, with the option for one (1) additional one (1) year extension, in the total three (3) year term). STRATEGIC ALIGNMENT This action supports Key Focus Area: Enhance Infrastructure and Mobility. INFORMATION/BACKGROUND To expedite capital project delivery and to reduce staff time and City resources, the Capital Projects Department advertised a request for qualifications (RFQ) relating to specialized professional services in several engineering, design, and project management-related disciplines. On November 3, 2023, an RFQ was advertised for professional services in six (6) categories including Project/Program Management; Design of Roadways, Sidewalks, Bike Lanes, Intersections, and Bridges; Design of Traffic Signals and Street Lights; Design of Transportation Services; Design of Water, Wastewater and Stormwater Infrastructure; and Design of Structural Items. Statements of Qualification (SOQs) were received from forty-six (46) engineering consultants before the submittal deadline of December 6, 2023. The RFQ process involved the review of the 46 SOQs and the scoring of each firm for the categories submitted. This process ensures that not only are all consultants reviewed fairly and based on criteria spelled out to each consultant in the original RFQ, but it also ensures that the City can use this RFQ process for consultant selection and contract negotiation regardless of the project funding source (i.e. Utilities Capital Investment Plan, grant funding, bond funding, etc.). The goal of the City of Denton’s pre-qualified project management and engineering design list is to provide a list of approved engineering firms from which Capital Projects, Utilities, and other City departments can evaluate for specific projects. A ranking of the pre-qualified vendors in the project category will be performed for every project using the list. The City will then negotiate scope and price with the highest-ranked firm. If the City and the firm cannot agree on the overall amount, the City moves on to the next firm to gain the best possible contract for the City and the project. City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com Any firm that was pre-qualified under this RFQ is eligible to receive contracts for professional services that go through the normal negotiation and award process, including City Council and Public Utilities Board consideration (where applicable). It is intended that this method of qualifying engineering firms for current and future capital project delivery will be repeated every three (3) years and is eligible for use by any City of Denton departments and divisions when these services are required. Request for Qualifications (RFQ) for professional engineering services was sent to 611 prospective firms, including 18 Denton firms, for these services. In addition, the RFQ was placed on the Procurement website for prospective respondents to download and advertise in the local newspaper. Forty-six (46) statements of qualifications (SOQ) were received. The SOQs were evaluated based on published criteria, including experience and qualifications of the firm, past performance and experience on projects, and proposed personnel staff. The firms scoring 80 or higher in a given category were placed on the pre-qualified list for that respective work category. RECOMMENDATION Recommend approval of a pre-qualified professional services list of state-certified Engineers for professional engineering services for various capital infrastructure-related projects within the City of Denton for the Capital Improvements Department as reviewed and qualified by City staff. ESTIMATED SCHEDULE OF PROJECT This is an initial two (2) year contract with options to extend the contract for one (1) additional one (1) year period, with all terms and conditions remaining the same. FISCAL INFORMATION No funds are requested or required to be spent as part of this approval. Individual contracts will be negotiated with each firm and purchasing orders will be issued as needed.
