SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a contract with Thermo Scientific Portable Analytical Instruments
Inc., through the GSA Cooperative Purchasing Network Contract # GS-07F-6099R, for the purchase of one
(1) Gemini Raman and FTIR Chemical Analyzer for the Fire Department; providing for the expenditure of
funds therefor; and providing an effective date (File 8456 – awarded to Thermo Scientific Portable
Analytical Instruments Inc., in the not-to-exceed amount of $102,604.53).

INFORMATION/BACKGROUND
As part of the Department of Homeland Security’s Urban Area Initiative (UASI), the Denton Fire
Department (DFD) Bomb Squad is a Type One Regional Response Team that covers 11 counties. When
responding to an incident, DFD must bring all necessary equipment, including a chemical analyzer, to
identify unknown solid and liquid chemicals and explosives. To increase public safety, a chemical identifier
of up-to-date technology is needed to replace the current equipment.
The State Homeland Security Program recently awarded the City of Denton a 2023 SHSP State Homeland
Security Program Grant for $100,000. The goal of this funding is to implement investments that build,
sustain, and deliver the 32 core capabilities essential to achieving the National Preparedness Goal of a secure
and resilient Nation. The purchase of the equipment is approved under the grant and will allow DFD to
replace the existing outdated equipment.
The Thermo Scientific Gemini is currently being used in the field by local, state, and federal agencies and
the military to analyze unknown materials. Once the chemical analyzer is acquired, a Thermo Scientific
representative will conduct in-house training for the appropriate personnel. The new instrument will be
placed on a front-line apparatus for immediate use when training is completed.
Pricing obtained through the GSA Cooperative Purchasing Program has been competitively bid and meets
the statutory requirements of Texas Local Government Code 271.102.

PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On May 18, 2021, City Council approved the application for the 2023 SHSP State Homeland Security Grant
(Grant No. 4851301), for $100,000 from the US Department of Homeland Security. (Resolution 23-529).
RECOMMENDATION
Award a contract with Thermo Scientific Portable Analytical Instruments Inc., for purchasing one (1)
Gemini Raman and FTIR Chemical Analyzer for the Fire Department, in a not-to-exceed amount of
$102,604.53.
