SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
approving a pre-qualified professional services list for engineering services for various water and
wastewater utilities projects for the Water Utilities Department; and providing an effective date (RFQ 8213
– for a three (3) year, with the option for two (2) additional one (1) year extensions, in the total five (5) year
term). The Public Utilities Board recommends approval (5 - 0).

INFORMATION/BACKGROUND
Operations at the City of Denton Water and Wastewater facilities are highly regulated and engineered. The
purpose of this activity is to prequalify multiple firms to complete specialized planning, permitting,
engineering, and compliance tasks for the Water and Wastewater Department and help reduce the time
required to procure those professional services.
As the City of Denton completes the projects budgeted in the Capital Improvement Plan, staff will use this
pre-qualified list to provide supplemental support to current project management staff. As new projects are
identified, leadership will determine the project workload of current staff, then identify specific project
needs, and utilize these pre-qualified firms as necessary.
Request for Qualifications (RFQ) for professional engineering services was sent to 578 prospective firms
for these services, including 18 Denton firms. In addition, the RFQ was placed on the Procurement website
for prospective respondents to download and advertise in the local newspaper. Forty-one (41) statements of
qualifications (SOQ) were received. The SOQs were evaluated based on published criteria including key
personnel, experience, past performance, and adequacy and availability. All firms scoring 80 or higher were
placed on the list. The evaluation team is recommending approval of the list with nineteen (19) qualified
firms.

The goal of the City of Denton’s pre-qualified water and wastewater engineering design list is to provide a
list of approved engineering firms from which Denton Water Utilities and other City departments can
evaluate for specific projects. A ranking of the pre-qualified vendors in the project category will be performed
for every project using the list. The City will then negotiate scope and price with the highest-ranked firm.
If the City and the firm cannot agree on the overall amount, the City moves on to the next firm to gain the
best possible contract for the City and the project.
Any firm that was pre-qualified under this RFQ is eligible to receive contracts for professional services that
go through the normal negotiation and award process, including City Council and Public Utilities Board
consideration (where applicable). It is intended that this method of qualifying engineering firms for
current and future capital project delivery will be repeated every three (3) years and is eligible for use by
any City of Denton departments and divisions when these services are required.

On February 26, 2024, the Public Utilities Board (PUB) recommended this item to the City Council for
consideration.
RECOMMENDATION
Recommend approval of a pre-qualified professional services list for engineering services for various water
and wastewater utilities projects for the Water Utilities Department, as reviewed and qualified by City staff.
ESTIMATED SCHEDULE OF PROJECT
This is an initial three (3) year contract with options to extend the contract for two (2) additional one (1)
year periods, with all terms and conditions remaining the same.
FISCAL INFORMATION
No funds are requested or required to be spent as part of this approval. Individual contracts will be
negotiated with each firm and purchasing orders will be issued as needed.
