Exhibit 1 - Agenda Information SheetCity of Denton _____________________________________________________________________________________ AGENDA INFORMATION SHEET DEPARTMENT: Procurement ACM: Cassey Ogden DATE: April 16, 2024 SUBJECT Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation, authorizing the City Manager to execute a Professional Services Agreement with Martinez Architects, LP, for the architectural design services of Fire Station # 5 & Fire Station # 6 for the Capital Projects Department as set forth in the contract; providing for the expenditure of funds therefor; and providing an effective date (RFQ 7818-011 – Professional Services Agreement for design services awarded to Martinez Architects, LP, in the not-to-exceed amount of $2,071,500.00). STRATEGIC ALIGNMENT This action supports Key Focus Area: Support Healthy and Safe Communities. INFORMATION/BACKGROUND The Fire Department continues to see an increase in the overall call for service volume. Data and response trends allow staff to conservatively predict the workload of future years. Staff ran a response analysis and compared call response times based on National Fire Protection Association Standard 1710, Standard for the Organization and Deployment of Fire Suppression Operations, Emergency Medical Operations, and Special Operations to the Public by Career Fire Departments. The new Fire Stations will reduce extended response times, as well as assist with the coverage of the western portion of the city. This Project is a part of the 2023 Bond Election-Proposition D: Public Safety, with funds issued under the Fiscal Year 2023-2024. Upon reviewing and re-evaluating the qualifications of the prequalified vendors, staff found Martinez Architect, LP. to have the most relevant fire station design experience for fire station structures, has current in progress in Texas, and available staff to complete the project within the schedule. Martinez Architect, LP. has provided design and construction phase services for many projects similar in size and cost to Fire Station No. 5 & Fire Station No. 6. Based on Martinez Architect, LP’s knowledge, project team experience, and availability, staff has selected Martinez Architect, LP as the best choice for Fire Station No. 5 & Fire Station No. 6. design. Request for Qualifications for vertical construction services for Facilities Management was solicited using the City’s formal solicitation process. City Council approved a pre-qualified list of professional service firms on November 16, 2021 (Ordinance 21-2435). City Hall 215 E. McKinney Street Denton, Texas www.cityofdenton.com PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS) On November 16, 2021, City Council approved RFQ 7818 for a prequalified list of firms for vertical construction projects (Ordinance 21-2435). RECOMMENDATION Award a contract with Martinez Architects, LP, for professional design services for Fire Station No. 5 & Fire Station No. 6 for the Capital Projects Department, in a not-to-exceed amount of $2,071,500. PRINCIPAL PLACE OF BUSINESS Martinez Architects, LP Houston, TX SUSTAINABILITY MEASURES New building construction and renovations focus on Energy Conservation and Efficiency including the pursuit of renewable technologies, energy conservation, and adherence to the International Energy Conservation Code (IECC). ESTIMATED SCHEDULE OF PROJECT This project will be started upon approval with an estimated completion date of Q3 2026. We anticipate the conclusion of Design Development documents by Q3 of 2024 and 100% Construction Drawings by Q1 of 2025.
