SUBJECT
Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,
authorizing the City Manager to execute a Professional Services Agreement with Skanska USA Building
Inc, for project management services for the renovation of the Linda McNatt Animal Care and Adoption
Center for the Capital Projects Department as set forth in the contract; providing for the expenditure of
funds therefor; and providing an effective date (RFQ 8245-003 – Professional Services Agreement for
project management services awarded to Skanska USA Building Inc, in the not-to-exceed amount of
$299,360.00).

INFORMATION/BACKGROUND
On March 21, 2022, Bureau Veritas presented recommendations to City staff from a facility condition
assessment conducted at the Linda McNatt – Animal Care and Adoption Center. The study indicated that
the facility’s systems were near the median of its estimated useful life. The proposed project was approved
in the 2023 Bond package.
The project will include building an addition, expanding the adoption spaces, new exercise yards, expanding
the veterinary suite, replacement of the heating and air conditioning system, and additional parking spaces.
The renovation will increase the quality of customer service, and quality of life for the animals and staff.
Request for Qualifications for project management services for various vertical construction projects for
the Capital Improvement Projects Department was solicited using the City’s formal solicitation process.
City Council approved a pre-qualified list of professional service firms on August 15, 2023 (Ordinance 23-
1521).
PRIOR ACTION/REVIEW (COUNCIL, BOARDS, COMMISSIONS)
On August 15, 2023, City Council approved RFQ 8245 for a prequalified list of firms for project
management services for various vertical construction projects for the Capital Improvement Projects
Department (Ordinance 23-1521).

RECOMMENDATION
Award a contract with Skanska USA Building Inc, for project management services for the renovation of
the Linda McNatt Animal Care and Adoption Center for the Capital Projects Department, in a not-to-exceed
amount of $299,360.

Requisition #164203 has been entered into the Purchasing software system in the amount of $299,360. The
budgeted amount for this item is $299,360.
